About this opportunity
The U.S. Army Corps of Engineers Louisville District is soliciting quotes for the fabrication, testing, and delivery of hydraulic cylinders for the Newburgh Lock and Dam facility in Indiana. The procurement includes two miter gate hydraulic cylinders as the base requirement and one optional culvert valve hydraulic cylinder, all with modern upgrades including improved seals, materials, and additional ports positioned 180 degrees opposite the original ports. The contractor must begin work within 10 days of award and complete delivery within 300 days, with all cylinders requiring rigorous testing including a 1,500 psi hydrostatic test and demonstration of smooth operation through five complete cycles. The contract will be awarded to the lowest price quoter, with quotes due by September 16, 2025, at 10:00 AM Eastern Time. All submissions must be made electronically through the Procurement Integrated Enterprise Environment (PIEE), and offerors must maintain active registration in the System for Award Management (SAM) database.
This procurement is designated as a 100% small business set-aside under NAICS code 333996 (Fluid Power Pump and Motor Manufacturing) with a size standard of 1,250 employees, though there appears to be a discrepancy as the solicitation description also mentions it being set aside for Women-Owned Small Business (WOSB). No current contractors or incumbents are identified in the documentation. The contract includes a base line item for two miter gate cylinders and an optional line item for one culvert valve cylinder, though specific contract values are not disclosed in the available documents. Performance will take place at the Newburgh Lock and Dam facility in Newburgh, Indiana, with the contractor responsible for shipping the completed cylinders to this location. The contract includes a two-year warranty covering defective materials, design, and workmanship, and all cylinders must meet stringent technical specifications including hard chrome plating and stress relief heat treatment.
