About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood seeks architect-engineer services for structural and mechanical assessments of a clinic facility at Fort Buchanan, Puerto Rico, with proposals due May 4 and questions due April 3. This is a total small business set-aside under the Brooks Act (FAR Part 36.2) awarded as firm-fixed-price.

Place of performance is Fort Buchanan, Guaynabo, Puerto Rico. The facility is a single-story, approximately 12,000 square foot clinic. The base requirement comprises a complete non-invasive structural assessment to evaluate building integrity, identify deficiencies, and deliver a prioritized repair list with cost estimates. An optional requirement—exercisable at government discretion—calls for a complete mechanical (HVAC) assessment including engineering analysis per ACCA Manuals N, S, and D to confirm correct sizing and configuration of equipment and ductwork, with separate report and cost estimates if exercised.

A mandatory prerequisite requires evidence of current, active licensure to practice engineering in Puerto Rico issued by the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR). Submissions must include Standard Form 330, Architect-Engineer Qualifications, Parts I and II, submitted electronically through the PIEE Solicitation Module.

Evaluation criteria in descending order of importance are: specialized experience and technical competence in both HVAC and structural assessments; professional qualifications of key personnel; past performance on up to three relevant projects completed within the last five years; and capacity to accomplish the work. The government intends to make selection based on initial SF-330 submissions but reserves the right to conduct interviews if necessary. NAICS code is 541330 (Engineering Services) with a $12.5 million size standard. PSC code is C219.
