• SF330 Part II: Provide general qualifications for the prime firm and each proposed subcontractor.
• Your SF330 submission should address all evaluation criteria listed below. Pay close attention to demonstrating experience on projects of similar scope and complexity.
5. Selection Criteria
Mandatory Prerequisite: Licensure
This is a "go/no-go" gateway. A firm must meet this requirement to even be considered for evaluation.
Licensure in Puerto Rico: Firms must provide evidence of a current, active license to practice engineering in Puerto Rico, issued by the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR). Firms failing to provide this evidence will be considered non-responsive and will not be evaluated further.
Scored Evaluation Criteria
After meeting the mandatory prerequisite, firms will be evaluated based on the following criteria. (Criteria are listed in descending order of importance.)
Factor 1: Specialized Experience and Technical Competence of the Firm
This is the most important factor. It evaluates the firm's direct experience with the specific types of work required.
Facility in Puerto Rico.
Sub-Factor A: HVAC Assessment Experience: Demonstrated experience in performing HVAC assessments, including system diagnostics, deficiency analysis, and the development of ACCA Manual N, S, and D based calculations for commercial or institutional facilities.
Sub-Factor B: Structural Assessment Experience: Demonstrated experience in conducting non-invasive structural condition assessments of existing buildings, including identifying deterioration, evaluating risks, and developing repair recommendations for facilities of similar size and construction.
(Evaluation of this factor will focus on the relevance, complexity, and recency of the projects submitted in SF-330, Part I, Section F.)
Factor 2: Professional Qualifications of Key Personnel
This factor evaluates the specific expertise and qualifications of the individuals who will be assigned to the project.
Structural Engineer: A licensed Professional Engineer with demonstrated experience in structural condition assessments and forensic analysis of existing buildings
Mechanical Engineer (Project Lead): A licensed Professional Engineer with demonstrated experience leading HVAC assessment projects, specifically with expertise in ASHRAE standards for healthcare (if applicable) and ACCA design methodologies.
(Evaluation of this factor will focus on the qualifications and tailored experience presented in the SF-330, Part I, Section E.)
Factor 3: Past Performance
In SF-330, Part I, Section F, submit a maximum of three (3) projects completed within the last five (5) years that you consider most relevant to the scope of this requirement. Relevance will be weighted more heavily than recency. For each project, ensure the SF-330 includes a complete project description and a current point of contact.
The Government will evaluate the submitted projects on the demonstrated quality of work, cost control, timeliness of performance, and overall customer satisfaction.
The Government will rely primarily on official assessments from the Contractor Performance Assessment Reporting System (CPARS). The overall customer satisfaction rating will be based on the ratings and narratives recorded within CPARS.
The Government reserves the right, but is not obligated, to contact the project references provided on the SF-330. This may be done to clarify information found in CPARS or to assess performance on projects for which a CPARS record is unavailable.
An offeror will not be evaluated favorably or unfavorably on the past performance factor if they lack a record of relevant past performance in CPARS.
Factor 4: Capacity to Accomplish the Work
This factor evaluates the firm's ability to meet the aggressive project schedule.
The firm must demonstrate it has sufficient personnel and resources available to begin the work immediately upon award and complete all deliverables, including the final report, by the Government's required deadline.
Facility in Puerto Rico.
The source selection authority reserves the right to make an award based on the initial SF 330 submissions without discussion or interviews. Offerors are advised to submit their most advantageous qualifications in their initial submission.
Highest-ranked firm will then be invited to negotiate a fair and reasonable price.
6. Questions: All questions regarding this solicitation shall be submitted through the PIEE Solicitation Module's question and answer feature by the date and time specified above.

PERFORMANCE WORK STATEMENT (PWS)
STRUCTURAL ASSESSMENT FOR BLDG. #21 (RAHC) – SERVICE CONTRACT
FORT BUCHANAN
I. General.
The Directorate of Public Works (DPW) at Fort Buchanan, Puerto Rico, is seeking proposals from qualified and licensed structural engineer to perform a structural assessment of the property located at Building #21 (Rodriguez Army Health Clinic – RAHC).
The Rodriguez Army Health Clinic (RAHC) is 13,600 square feet, mainly constructed as a steel structure with concrete block walls (and other drywall partitions) over a concrete floor slab on ground. The concrete floor slab shows signs of unevenness throughout the building. There are cracks on wall partitions and some areas around the perimeter of the building reflect some minor wall cracks and separation between the floor slab and wall furring material. There was an area (nearby south-west corner of the building) showing constant water seepage through the asphalt surface. This situation was corrected in August 2025 (see attachment “A” - Damaged Visual Assessment report – June 16, 2025). As part of an initial internal assessment to possible floor displacement in the facility, the Government monitored cracks movements in some critical areas and documented the findings (see Attachment “B” – Floor Displacement Monitoring report, December 17, 2025).
The purpose of this assessment is to determine the soundness of the building from a structural perspective [if there are major structural damages (or potential)], the level of safety risk the structure represents for the personnel in the building and provide recommended COAs to remediate the situation. The structure is a single-story medical facility. The details of the findings and recommendations shall be documented in a professional report, sealed and signed by a structural engineer, suitable for decision makers to understand the structural condition of the building and the level of risk that such condition imposes (or could impose).
II. Deliverable.
• Professional written report which explains:
o facility condition based on evaluation of the existing structural components, o deficiencies identified from analytical observation, to include code compliance issues, and/or safety concerns.
o Recommended COAs to remediate the situation.
Note: The report must include photos that clearly depict the deficiencies of concern in support of the report narrative.
III. Execution.
At a minimum, the service provider shall perform the following:
• Document Review: Review of all available existing architectural and structural drawings, maintenance records, and previous inspection reports.
• On-Site Visual Inspection: Conduct a visual inspection of the entire structure, including the foundation, floor, roof, interior/exterior bearing walls, and any framing elements.
• Targeted Investigation (if needed): Propose non-destructive or minor intrusive testing (e.g., collecting material samples for lab testing) if visual inspection requires further analysis to determine the condition or integrity of specific elements. Any such work must be clearly outlined in the proposal for Government final determination as an alternate item.
• Formal Report: Prepare and submit a detailed, written report that includes:
o Findings from the site inspection.
o Identification of all structural deficiencies and their severity based on visual inspection.
o Specific, actionable recommendations to remediate the situation.
• Consultation: Be available for a post-report consultation with the Government to discuss findings.
The details of the findings and recommendations shall be documented in a professional report, sealed and signed by a structural engineer, auditable for decision makers to understand the structural condition of the building and the level of risk that such condition imposes.
The Contractor will always conduct itself in a manner compatible with the non-personal services nature of this contractual instrument. The Contractor will not allow itself, under any circumstance, to be under the supervision and control of a government officer and/or employee. The Contractor, as an independent entity, and not as an agent of the Government, shall provide the support and technical expertise necessary to complete the service with a high-quality standard and without any supervision from the Government.
IV. General Requirements.
1. Applicable Documents. The Contractor shall comply with all applicable documentation required to execute this contract, to include background investigation of its employees. All work performed under this contract shall comply with the most current issue or version of criteria in effect.
2. Management. The Contractor shall provide technical staff qualities to complete work described in this Contract.
