The procurement seeks a firm-fixed-price contractor to deliver all necessary personnel, services, materials, equipment (excluding government-furnished items), and transportation to maintain multiple medical research and treatment facilities operating 24/7/365 across four locations: Forest Glenn, MD; Aberdeen, MD; Fort Detrick, MD; and Dover AFB, DE. Key requirements include experience in medical facility maintenance, capability to meet Joint Commission requirements, ability to work on military installations, and expertise in preventive maintenance, corrective maintenance, emergency response, and minor construction. This is currently a market research phase only, with no solicitation released at this time and no award resulting from this notice; contractors should monitor the Government Point of Entry for the eventual release of the formal solicitation. Responses to this Sources Sought Notice are due by December 19, 2025, at 2:00 pm CST via email, and contractors are responsible for tracking the government portal for the subsequent solicitation release.

This procurement carries no set-aside designation and does not identify any incumbent contractors in the available documents. The facilities requiring maintenance encompass approximately 2.63 million square feet across eight specific locations, including MRDC headquarters, specialized research laboratories, medical examination centers, and supporting infrastructure constructed between 1941 and 2022. The small business size standard is set at $45 million in annual revenues. The anticipated contract period includes a base period plus three and six months of additional performance options, representing a multi-year commitment to facility operations and maintenance. Contractors responding to this market research notice should register with relevant government systems including ProjNet and the Procurement Integrated Enterprise Environment (PIEE) to prepare for future solicitation submission, though no budget range or specific award value is disclosed in this pre-solicitation phase.
