About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Hood is seeking a bridge contract for Test Engineering and Analysis Support Services (TEAS) at White Sands Missile Range (WSMR). The contract will provide non-personal technical services supporting test planning, coordination, execution, reporting, data analysis, engineering support, software development, and program management across the missile range. Potential contractors must demonstrate capabilities in test engineering, data management, Manpower and Personnel Integration (MANPRINT), and systems engineering services. Interested firms are required to submit a 5-page response by February 7, 2025, at 12:00 pm Central Time, detailing their qualifications, experience, business size, and capacity to perform the specified technical services. Respondents should provide information about previous similar contracts, technical capabilities, and experience supporting diverse testing environments.

The procurement will be a sole-source 8(a) contract awarded to TNT Premier Partnership, LLC for a 4-month period of performance, with a statutory authority under 10 U.S.C 2304(c)(1). The contract is classified under NAICS code 541330 for Engineering Services and will require personnel with engineering degrees, appropriate security clearances, and specific technical certifications. While the exact contract value is not specified, the services will cover support across WSMR's 40x100 mile range, potentially including locations like Ft. Bliss with possible CONUS and OCONUS travel requirements. The contractor must maintain a 95% staffing level and establish comprehensive systems for safety, security, quality control, and property management. This bridge contract appears to represent approximately 50% of the Materiel Test Directorate's workforce and has historically been a cost-plus-award-fee contract.
