Update #1 ·
This pre-solicitation notice is not a request for competitive proposals. The Center for Health Care Contracting (CHCC) intends to procure professional non-personal services of a qualified medical provider network for the scheduling of specialty physician consultations, to include diagnostic tests and clinical laboratory services consisting of private civilian medical professionals. The command administers over 350,000 physical examinations annually which may require a referral for a specialty consultation at 65 Military Entrance Processing Stations (MEPS) located throughout the continental United States, Alaska, Hawaii, and Puerto Rico to support the mission of the Armed Forces' recruiting services. Medical consultations will cover the specialty categories of Allergy, Audiology, Cardiology, Dermatology, Ear, Nose & Throat (ENT), Gynecology (GYN), Internal Medicine, Neurology, Optometry/Ophthalmology, Orthopedic, Psychological/Psychiatric, Pulmonary, and Urology, and shall be performed within the consultant's official place of business. The specialists will provide consultations on applicants of the Armed Services or other Federal Agencies as referred by the Chief Medical Officer at each MEPS. The contractor shall be fully responsible for all functions in the referral and scheduling of applicants to fully qualified, professional medical providers at each of the 65 MEPS locations.
This non-personal services contract provides medical consultations in support of the medical examinations provided to applicants processing for accession into active and Reserve components of the military service, including the United States Army, Air Force, Navy, Marines and Coast Guard. The quantity of consultations needed to perform these services at the 65 MEPS locations is based on the fluctuating volume of Armed Forces applicants. Many of the recruiting plans and strategies initiated by the Armed Forces Recruiting Services may also affect the number of applicants. Based on these fluctuations in quantity and delivery, an indefinite delivery, indefinite quantity contract (IDIQ) is contemplated.
The IDIQ basic contract period of performance is anticipated as five (5) years with a projected phase-in start date of 1 March 2012, and performance start date of 1 June 2012.
The CHCC anticipates the solicitation/request for proposal (RFP) will be available in approximately 2 weeks from the date of this notice and the closing date is anticipated as 45 days from the release of the solicitation. A pre-proposal conference is anticipated for 30 September 2012. The draft Request for Proposal (RFP) will be on a seperate but concurrent posting under number W81K0411R0004 for industry comment and feedback.
Any comments or questions must be e-mailed to the Contract Specialist, Mr. David Robledo, at david.robledo2@amedd.army.mil and the Contracting Officer, Mrs. Dora Hernandez, at dora.hernandez@amedd.army.mil no later than 12 Sep 2011. Please provide your company name, a POC with all pertinent contact information, and the RFP page number and paragraph reference.
