About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 8 (VA VISN 8) has issued a Special Notice announcing its intent to award a sole source contract to TransOX, INC for home oxygen services at the Miami VA Healthcare System. The contract will cover services in Broward, Dade, and Monroe Counties, with an initial duration of approximately three months and an option to extend for an additional three months. The procurement falls under NAICS code 532283 for Home Health Equipment Rental, with a size standard of $41 million. The contract will be executed using FAR 13.5 Simplified Procedures for Commercial Items, with statutory authority under 41 U.S.C. A 1901. This sole source award is intended to bridge a gap between the expiring current contract and a new competitive solicitation.

The primary purpose of this Special Notice is to provide a continuity of home oxygen services for 312 veteran beneficiaries without interruption. Contractors should note that this is not a request for competitive proposals, and no solicitation document will be available. Any written responses must be submitted to Contracting Officer Jessica Kiser via email at jessica.kiser@va.gov by February 24, 2025, at 3:00 PM Eastern Standard Time. The scope of services includes delivery of government-owned portable oxygen concentrators, contractor-owned oxygen cylinders, monthly refills, disposable supplies, repairs, maintenance, safety inspections, and patient education. While this current procurement is not set aside, the VA intends to set future contracts aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) once internal documentation is completed. The contract will commence on April 1, 2025, with an estimated new competitive solicitation award date of April 15, 2025.
