About this opportunity

The Department of Veterans Affairs, Veterans Health Administration, Networking Contracting Office (NCO 01) in Brockton, Massachusetts, announced a sole-source procurement intent with Sunbelt Rentals for portable air conditioner rental services, with a response deadline of May 8, 2026 at 3:00 PM Eastern Time. The requirement is to provide two 25-ton AC units with heat capability (480V, 3-phase, 72KW) with duct connections and associated temperature wire connections at the Boston Healthcare System, Brockton Division, Building 20 kitchen facility. The sole-source justification rests on an aged air handling unit that cannot meet cooling capacity needed to maintain temperature in the kitchen space, which now contains upgraded equipment generating additional heat load. Contract personnel performing delivery, setup, and takedown must be badged and accompanied by VHA Brockton Engineering staff. Work shall occur during normal business hours (7:00 AM to 6:00 PM, Monday through Friday, excluding holidays). The period of performance consists of one base period from award through October 20, followed by two optional periods each running May 21 through October 20. NAICS code 532490 applies. Interested parties must submit written responses identifying their capabilities to Rosangela Pereira at Rosangela.Pereira@va.gov by the May 8 deadline. The government reserves the right to determine whether competitive procedures will be used based on responses received.

Building 20 has an aged AHU providing cooling to the space. During the summer, additional portable AC units are required in order to maintain the temperature within the space as employees are making meals for patients. The equipment within the kitchen has changed throughout the years due to upgrading technology and the kitchen has acquired additional equipment that produces heat load within the space. The current AHU is aged and cannot meet the cooling capacity required by the service. As a result, additional portable units are required to maintain the space temperature. The portable unit will allow for NFS to continue their service and provide the Boston sites with meals for patients. Without the procurement of the portable AC unit, the kitchen would not be able to operate their normal operations in which it will directly have patient care impacts to the Medical Center.

Replacing the current HVAC equipment has been submitted into the SCIP Cycle, however this process will take time as station is currently waiting for the project to be slated on an approved operating plan and then assigned for design and construction. The Medical Center cannot wait for this to be completed as this could be years out. As a result, there is an urgent need to procure the portable AC unit from Sunbelt Rentals.

This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement must clearly identify their capability to do so in writing by May 8, 2026 at 3PM EST time. Response should be sent to Rosangela Pereira at Rosangela.Pereira@va.gov. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
