About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 seeks rental services for a temporary condensate tank system to be installed outdoors adjacent to the boiler plant at Northern Arizona VA Healthcare System in Prescott, Arizona, with proposals due July 21 at 11:00 a.m. MDT. No set-aside applies; the procurement ceiling is $40 million.
The contractor must supply, install, connect, and commission a complete temporary condensate return system rated 800–1,200 gallons, ASME-rated for 150 psi and 250°F (or pump dead head, whichever is greater), with pipe stresses compliant with ASME B31.1 code. The system shall include duplex condensate pumps in duty/standby configuration with automatic switchover, welded seamless carbon steel Schedule 80 piping, insulation, isolation valves, temporary electrical connections, tank enclosure, structural support, full-diameter sight glasses with float switches and conductivity probes. The contractor is responsible for 24/7 maintenance and repairs, weatherproofing, freeze protection, and heat tracing for continuous outdoor operation. Emergency response time is four hours onsite with eight-hour restoration to full operational status for critical failures. The rental period is estimated at a minimum of six months.
All work must comply with VA standards, OSHA regulations, EPA guidelines, and facility lock-out/tag-out procedures. A minimum of two prior contracts demonstrating similar condensate system installation on VA or government sites is required. Evaluation weighs price, technical capability, and past performance equally (technical and past performance combined equal price). Invoices are submitted upon completion of work through the Tungsten Network electronic submission system. Prospective offerors must register with the Customer Engagement Portal and submit completed certification documentation (852.219-75). The contracting officer is David Odne at the Department of Veterans Affairs NCO 22 Network Contracting office in Tucson, Arizona.
