About this opportunity
The United States Army Contracting Command-New Jersey, specifically the Combat Capabilities Development Command - Armaments Center (DEVCOM AC), is seeking to procure Wind River VxWorks 6.9 and 7.0 Software Licenses and Maintenance Support through a 12-month Firm Fixed Price (FFP) purchase order. The procurement is limited to three authorized resellers: USI Electronics, Wildflower International, and Science Applications International Corporation (SAIC), based on a brand name restriction authorized under FAR 13.106-1(b)(1). The justification for limited competition stems from exclusive licensing agreements and the unique nature of the software required for the Common Remotely-Operated Weapon Station (CROWS). Potential vendors should note that this is not a competitive proposal solicitation, and any questions must be directed to Mr. Anthony Bleakley via email. The pre-solicitation notice was posted on March 5, 2025, with responses due by March 10, 2025.
The procurement does not have a specific set-aside designation and falls under the Software Publishers NAICS category (513210). The contract is categorized under the IT and Telecom Business Application Software as a Service product service code (DA10). While specific award value details are not provided, the procurement is for a 12-month period and will involve software licensing and maintenance support for VxWorks operating systems used in military weapon systems. The limited competition approach indicates a specialized and targeted procurement process that requires specific vendor qualifications and capabilities. The Army's approach suggests a strategic acquisition focused on obtaining precise software solutions for critical defense technology infrastructure.
