About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center is conducting market research through this Sources Sought Notice for Vulkan couplings and coupling elements manufactured by American Vulkan Corporation. The procurement covers genuine Original Equipment Manufacturer parts for various Coast Guard vessel classes including Seaside Buoy tenders, Coastal Buoy tenders, Medium endurance cutters, Inland construction tenders, and River Buoy tenders. These couplings provide flexible connections between prime movers like engines and output devices such as propeller shafts or generators, with coupling elements allowing replacement of just the flexible portion without replacing the entire coupling. The notice is for information and planning purposes only to determine business interest and capability, and will inform the procurement method including potential small business set-aside decisions. The response deadline is September 1, 2025, though this is not a formal solicitation.

This opportunity does not utilize any set-aside designation and the Coast Guard intends to award a sole source requirements contract to American Vulkan Corporation. The anticipated contract structure includes a base period plus four ordering periods, with some references indicating five one-year ordering periods for fixed-price delivery orders. The procurement falls under NAICS code 333612 (Speed Changer, Industrial High-Speed Drive, and Gear Manufacturing) with a small business size standard of 750 employees. Six specific Contract Line Item Numbers are identified covering various coupling elements and membranes for different vessel classes, with specific part numbers and National Stock Numbers provided for items such as WLB MDE coupling elements, WLM MDE coupling elements and membranes, WMEC coupling element sets, and WLIC/WLR MDE coupling elements.
