About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting a single VTI Instruments Data Acquisition (DAQ) Card, part number 70-0071-002, comprising one VM9000 carrier and three VM3618 digital-to-analog converter modules for use in vapor cycle controller test stands. This requirement will be awarded as a Firm Fixed Price contract with electronic procedures through sam.gov, and interested contractors must register with the System for Award Management (SAM) to be eligible for award consideration. Market research conducted by the government identified the need for this specialized equipment through an extensive vendor outreach effort that included distribution of a Request for Quote (RFQ) to 69 vendors, resulting in six responses. The pre-solicitation notice was posted on November 24, 2025, with a due date of November 25, 2025, providing minimal time for interested parties to submit their interest and capability statements prior to the formal solicitation release.
This procurement is designated as a Total Small Business set-aside with a NAICS code of 334111 (Electronic Computer Manufacturing) and a corresponding size standard of 1,250 employees, restricting competition to qualifying small business entities. No incumbent contractor is identified in the pre-solicitation materials, though the government indicated that existing VTI test stand spare cards have previously been procured through government disposal channels at costs of approximately $200,000. The estimated period of performance is 20 weeks from award, and no foreign acquisition or foreign participation will be permitted on this contract. While the pre-solicitation notice does not specify an exact award value, the government's market research documentation references potential alternative costs associated with complete system redesign and test program modification estimated at approximately $4,000,000, indicating the significance of maintaining compatibility with existing equipment through this specific procurement.
