About this opportunity

The Department of the Air Force Air Mobility Command is seeking voicemail services through the procurement of a new Avaya IX Messaging System to replace the existing Callware Voicemail System at Little Rock Air Force Base. The contractor must engineer, furnish, install, and test a complete turn-key voicemail solution that integrates with the existing Avaya CM10 telephony system, including migration of all users, lines, ancillary systems, trunks, and services using Session Initiation Protocol (SIP). All contracted personnel must possess a valid Secret Security Clearance, and the system must comply with Department of Defense Unified Communications Requirements and Risk Management Framework standards. The evaluation will be conducted equally on price and technical capability, with a two-step process that ranks offers by price first, then evaluates technical submissions as "Acceptable" or "Unacceptable" based on Performance Work Statement specifications. Proposals are due September 17, 2025, with offers required to remain valid for 60 calendar days from the receipt date.

This procurement is designated as a Total Small Business set-aside under NAICS code 541519 (Other Computer Related Services), following an amendment that changed from the original NAICS code 561421. The solicitation includes a Single Source Justification for the Avaya brand, as Little Rock AFB already operates Avaya telephony system licensing and requires compatibility with existing infrastructure. The project must be completed within 30 days of contract award and includes comprehensive requirements such as training for 6 students, post-migration support, maintenance, and a one-year professional services warranty. Work will be performed at Little Rock Air Force Base in Arkansas, specifically with installation of the new system in Building 988. The contractor must also handle removal of the existing equipment and ensure all installed components meet trade agreement and cybersecurity standards.
