About this opportunity

Mission and Installation Contracting Command (MICC) at Fort Eustis, procuring on behalf of the U.S. Army Aviation Center of Excellence at Fort Rucker, Alabama, is issuing a notice of intent to award an 8(a) sole-source, firm-fixed-price contract to Exacom, Inc. for procurement, design, installation, and software licensing of the Exacom HindSight 4 Integrated Voice and Flight Operations Recording Assembly System (VRS) upgrade, with a proposal due date of September 25.

The existing voice recorder system and associated rack management software at AVCoE are proprietary to Exacom. The upgrade must be fully compatible and interoperable with current infrastructure; introducing a different brand would require complete system replacement at significantly higher cost and create unacceptable operational risks and downtime for critical 911 emergency and flight safety dispatch networks. Exacom holds exclusive proprietary knowledge and development history; the software source code and integration protocols are proprietary, preventing third-party integration without compromising system integrity or warranty coverage. An approved Digital Marketplace Statement of Non-Availability (SONA) supports this action.

Place of performance is Fort Rucker, Alabama. The system will record multi-channel communications for the Cairns and Range Operations crash networks, supporting public safety dispatch, G3 Air noise complaints, aircraft mishap investigations, and the Fort Rucker Fly Neighborly Program. The contract requires seven years of hardware warranty and software support, including 24/7/365 US-based remote support access via phone, web, and email, critical security updates, and new feature releases. Contractor personnel must complete AT Level I training within 30 days, iWATCH training within 15 days, and OPSEC training within 30 days. Prior to award, the Contracting Officer will determine fair and reasonable pricing by comparing the vendor's quote against an independently developed Government Estimate.

Notice text

ACTION: Notice of Intent to Award a Sole-Source, Brand-Name Contract

AGENCY: Mission and Installation Contracting Command (MICC) - Fort Eustis, on behalf of the U.S. Army Aviation Center of Excellence (AVCoE) at Fort Rucker, AL.

DESCRIPTION: This is a notice of intent to award a firm-fixed-price, brand-name-only contract to Exacom, Inc. (CAGE: 1CMH6) for the procurement, design, installation, and software licensing of the Exacom HindSight 4 Integrated Voice and Flight Operations Recording Assembly System (VRS) Upgrade.

The Government requires a digital voice and radio transmission recording platform to deliver multi-channel recording for the Cairns and Range Operations crash networks. This system is critical for supporting public safety dispatch, G3 Air noise complaints, aircraft mishap investigations, and the Fort Rucker Fly Neighborly Program.

BASIS FOR LIMITING COMPETITION: The determination to procure this requirement on a brand-name, sole-source basis is based on the following:

The existing voice recorder system and associated rack management software at AVCoE are proprietary to Exacom. The required upgrade must be fully compatible and interoperable with the current infrastructure to ensure seamless integration. Introducing a different brand would necessitate a complete replacement of the entire system at a significantly higher cost to the Government. Furthermore, it would introduce unacceptable operational risks and downtime for critical 911 emergency and flight safety dispatch networks. Only the Exacom HindSight 4 system can meet the Government's requirements without causing these cost and schedule disruptions. This action is supported by an approved Digital Marketplace Statement of Non-Availability (SONA).

INSTRUCTIONS TO INTERESTED PARTIES: This notice of intent is not a request for competitive proposals. However, all responsible sources who believe they can meet the Government’s requirement as stated herein may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
