About this opportunity

The Department of State is soliciting quotes for a second Internet Service Provider (ISP) circuit for the U.S. Embassy in Rabat, Morocco, covering the period from July 1, 2025, to June 30, 2026. The procurement seeks a high-end, professional-grade internet service with specific technical requirements, including a dedicated, "always-on" internet bandwidth with unlimited usage and fiber optic connectivity. Key technical specifications include a /28 subnet of static public IP addresses, LC fiber connector with a Gigabit multimode interface, and unfiltered internet access without Network Address Translation (NAT) or firewall blocking. The ISP must permit installation of Customer VPN encryption devices and allow all IP protocols to transit without filters or proxies. Quotes are due by May 21, 2025, with the solicitation focusing on high-quality performance metrics outlined in the vendor's Service Level Agreement.

This contract opportunity is designated as a Local Area Set-Aside, meaning only local Moroccan companies are eligible to bid on the project. The place of performance is Rabat, Morocco, with the procurement falling under the NAICS category of Wireless Telecommunications Carriers and the PSC category of IT and Telecom - Network as a Service. While specific award values are not explicitly stated, the contract is for a one-year term beginning July 1, 2025. The technical requirements are precise, including the need for an ISP connection that supports VPN equipment, permits ping and trace route traffic from specific IP ranges, and provides a professional-grade internet circuit that meets the U.S. Embassy's stringent connectivity and security requirements. The solicitation emphasizes the need for a robust, reliable, and secure internet connection to support the embassy's operational needs.
