About this opportunity
The Naval Surface Warfare Center Dahlgren Division intends to negotiate a follow-on sole source contract with the Canadian Commercial Corporation (CCC) on behalf of Lockheed Martin Canada (LMC) for Visual Interactive Simulation Training Application (VISTA) services. The contract will support the Surface Combat Systems Training Command in Dahlgren, VA, focusing on modernization, maintenance, and upgrade of computer-based equipment simulations for technician training. Specifically, the Synthetic Maintenance Trainers (SMTs) will provide visual and aural characterizations of equipment and systems on personal computers, featuring fault scenarios representative of actual equipment behaviors. The procurement will be a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) single award contract, solicited under the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2) (iii) for "Only One Responsible Source". The pre-solicitation notice was posted on March 21, 2025, with responses due by April 11, 2025.
The contract falls under the Engineering Services NAICS category (541330) and the Education/Training-Training/Curriculum Development PSC category (U008). No specific set-aside has been designated for this opportunity. The contract will be awarded directly to Lockheed Martin Canada through the Canadian Commercial Corporation, indicating a pre-determined contractor selection. While specific award values are not disclosed in the pre-solicitation notice, the contract will involve developing sophisticated simulation training equipment that mimics real-world technical training scenarios. The SMTs will be designed to provide comprehensive, interactive training experiences that closely replicate actual equipment performance and potential fault conditions. The sole-source nature of the contract suggests a specialized capability that Lockheed Martin Canada uniquely provides for the Naval Surface Warfare Center's training requirements.
