About this opportunity
The Naval Surface Warfare Center Dahlgren Division intends to negotiate a sole-source Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract with the Canadian Commercial Corporation on behalf of Lockheed Martin Canada for VISTA simulation services supporting the Surface Combat Systems Training Command. The contract will focus on modernizing, maintaining, and upgrading computer-based equipment simulations for technician training, specifically developing Synthetic Maintenance Trainers (SMTs) with fault scenarios representative of actual equipment. These simulation trainers will provide visual and aural characterizations of devices and systems on personal computers to replicate external behaviors and reactions of actual equipment. The solicitation will be issued on 20 June 2025 and remain open for at least 30 days, with a projected contract award date of 20 October 2025. The procurement will be conducted under the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2) (iii), which allows for procurement from only one responsible source.
The contract opportunity is not set aside for any specific small business designation and will be classified under NAICS code 541330 for Engineering Services and PSC code U008 for Education/Training Curriculum Development. Lockheed Martin Canada is expected to retain intellectual property rights for the VISTA and IN-CONTROL course management systems developed under previous Navy contracts. While specific award values were not explicitly stated, the contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) agreement, suggesting flexibility in potential contract value. The anticipated period of performance is five years, providing long-term support for the Navy's simulation training infrastructure. The sole-source nature of the contract indicates a unique capability or existing relationship with Lockheed Martin Canada that makes them the preferred provider for these specialized simulation training services.
