About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5) is seeking custom made orthotics and prosthetics for all VISN 5 medical centers through a multiple award Basic Ordering Agreement (BOA). The procurement covers orthotic appliances and related services using Healthcare Common Procedure Coding System (HCPCS) Codes L0100-L4999, A4466, A5500-A5513, and A6501-A6549, with the BOA designed to allow Government Purchase Card holders to place orders under the micropurchase threshold. Contractors must possess American Board Certified (ABC) or Board for Orthotist-Prosthetist Certification (BOC) credentials, be located within 75 miles of a VA medical center, and provide certified prosthetists/orthotists as key personnel. The government will use comparative evaluation factors found in FAR 13.106-2(b)(3) to determine the best benefit, evaluating technical capabilities, past performance, and pricing. All technical and price proposals must be submitted to Phillip.Duba@va.gov by Thursday, September 4, 2025 at 12:00 PM EST.

This solicitation is unrestricted with no set-aside designation, meaning it is open to all qualified vendors regardless of socioeconomic status. The contract will be awarded on a firm-fixed-price basis with pricing based on Medicare L-Codes and A-Codes, requiring vendors to propose a discount percentage from established rates. The contract period spans five years from September 17, 2025, to September 16, 2030, providing long-term stability for selected contractors. Services will be provided to medical centers located in Maryland, West Virginia, and Washington, DC, with the primary place of performance listed as Linthicum Heights, MD. The government reserves the right to award to all qualified vendors or none, indicating flexibility in the final award decision. No specific budget range or award values are disclosed in the solicitation materials, though the micropurchase threshold limitation suggests individual orders will be relatively small in value.
