About this opportunity
The Department of the Navy Naval Air Systems Command (NAVAIR) has issued a Special Notice announcing its intent to award a sole source purchase order to Pendaran, Inc. for a Virtual Workplace Aviation Maintenance Simulation (VWAMS) training solution. The notice is specifically for the Fleet Readiness Center Southeast (FRCSE) located at Naval Air Station Jacksonville. The procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), which allows for sole source procurement when only one source is reasonably available. Pendaran, Inc. is identified as the original designer, developer, and manufacturer of the VWAMS customized support software specifically developed for Fleet Readiness Centers. The company is deemed the only source with the necessary knowledge, technical expertise, and capabilities to provide the required training simulation technology.
The primary objective of this procurement is to provide specialized training that simulates a real-world aviation manufacturing or maintenance facility to enhance workforce understanding and operational improvements. The VWAMS will include laptops providing a continuous, connected, immersive multi-station virtual factory simulation where participants rotate through various roles and encounter safety, environmental, and quality challenges. While this is a sole source notice, the government will consider capability statements submitted within two calendar days of the synopsis publication. Potential contractors can submit their statements to the point of contact, Nancy Morris, at Nancy.t.morris.civ@us.navy.mil. The training program aims to support FRCSE's Aviation Maintenance Repair and Overhaul (MRO) & Manufacturing Programs Organization and Operation Development by creating a comprehensive, interactive learning environment. Pendaran, Inc. is uniquely positioned as the sole qualified source capable of meeting the specific requirements of this procurement.
