About this opportunity

The U.S. Army Corps of Engineers Portland District is hosting a virtual industry day on 6 July 2026 at 0900 PST to solicit industry input on renovation of the fish collection facility on the Toutle River; RSVP closes 2 July 2026 at 1100 PST. This is a Special Notice for market research and information purposes only, not a request for proposal or bid. The project's preferred alternative includes construction of a temporary fish collection facility to maintain fish capture operations during modifications to the existing facility to address critical deficiencies. The temporary facility comprises a collection box with wrap-around access platform, large debris deflector, floating platform for worker access, concrete foundation, and structural steel components; it will be removed after the existing facility modifications are complete. Firms responding via the RSVP form will receive presentation slides following the event. USACE requests participants complete a questionnaire at the conclusion of the event; responses will inform solicitation development. The facility design incorporates seven collection chambers, cast concrete foundation elements, structural steel frame members, and bar grating floors, with overall dimensions approximately 24 feet 8 inches in length and 14 to 19 feet in width across multiple sections. Work falls under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Z2KZ (Repair or Alteration of Other Conservation and Development Facilities).

Renovation of the Fish Collection Facility on the Toutle River

Notice Details:  The U.S. Army Corps of Engineers (USACE), Portland District is hosting a two-hour virtual industry event at 0900 hours PST on 6 July 2026 to provide a project update and to gather industry input as it evaluates project construction risks, industry capabilities, and strategies for the project below:

It is also requested each firm provide responses to a questionnaire to be launched at the conclusion of the event. Responses will be considered for use in the solicitation development.

Project Site Backgrounds/Scopes:  The US Army Corps of Engineers (USACE) Portland District is seeking to renovate the fish collection facility on the Toutle river.

ACTION DESCRIPTION

The Preferred Alternative includes the construction of a temporary FCF to allow for the continuation of fish capture operations during completion of the modifications to the existing FCF to address critical deficiencies. Construction of the temporary FCF would occur first and the temporary FCF would be removed following completion of the modifications to the existing FCF.

1. Temporary FCF

The temporary FCF would be comprised of a temporary collection box with a wrap-around access platform for staff operating the facility and a large debris deflector. A floating platform would be installed for workers to access the collection box. The temporary FCF would be comprised of a concrete foundation and structural steel superstructure for the collection box; it would be designed to resist operational loads (occupancy and mechanical system loads) as well as natural hazard load (hydrodynamic, debris impact, and seismic). The temporary FCF foundation would be anchored into the existing stilling basin concrete apron. A guide net for the temporary FBF would be supported by a steel cable system across the river. The existing shotcrete apron would be demolished in-place and then reinforced for ongoing use.

Existing onshore infrastructure would be utilized for staging and access. State Road 504 provides access to the general area, and river access road (Otto Cook Road) extends from State Road 504 to a parking lot at the FCF would provide access to the Project area. Within the Project area, a temporary access road would be constructed on the south bank of the river and onto the existing shotcrete to provide access to the river. A crane operated from the existing spillway basin concrete apron on the southern riverbank would be used to install the temporary FCF.

During construction of the temporary FCF, a cofferdam would be installed to isolate the work area associated with several of the proposed modifications to the existing FCF from flow in the North Fork Toutle River. The temporary FCF and cofferdam would be removed upon completion of the modifications to the FCF. Refer to Section 3.3 Preferred Alternative for additional discussion.

2. Modifications to the Existing FCF

Modifications to the FCF are focused on improvements to several existing elements, including the following:

• Barrier Structure: The existing notch in the barrier would be modified to be lower and narrower, an underflow gate would be provided, as would piers to support the control structure.

• Intake and Weir: The existing intake and weir box would be modified by increasing its overall width, providing stairs, new coarse and fine trash racks, juvenile fish exclusion, equipment for debris management, pump station intake, and sediment sluicing capability.

• Diffuser: The existing diffuser would be replaced with a new one with porosity control panels provided upstream and vanes would separate the new diffuser into four channels. Additionally, the existing conduit from the weir box to the diffuser would be replaced and four gates would be provided at the pipe outlet.

• Sorting, Handling, and Truck Transfer: A raised and covered platform for sorting and handling equipment would be provided, and the existing collection pool would be replaced with a false-floor crowder and gated sediment drainage pipes. Additional proposed elements include a sorting table, recovery tank, post-sort pool, and others.

• Entrance Pool and Fish Ladder: The elevation of the entrance pool and its sill would be lowered to provide adequate depth for the fish ladder entrance, and the entrance pool would be channelized at the approach to the fish ladder.

• Downstream Channel: The remnant downstream shotcrete liner would be removed and a pilot channel excavated on the left side of the river where the shotcrete is removed.

Additionally, a new maintenance building would be added, paving within the FCF Project area would be completed, and two rain gardens would be installed for stormwater management.
