About this opportunity

The U.S. Army Corps of Engineers (USACE) Savannah District published this Special Notice on December 18, 2025, to announce two major construction projects at Fort Gillem in Forest Park, Georgia. The projects include the Forensic Exploitation Directorate (FXD) Criminal Investigation Laboratory and the Department of Defense Law Enforcement Evidence and Data Repository (LEEDR) General Purpose Warehouse, both supporting the Military Criminal Investigative Organization Enterprise and the Defense Forensic Science Center. The notice is classified as a market research and industry outreach initiative rather than a formal solicitation. The facility address is 4930 N 31st Street, Forest Park, GA 30297. USACE conducted a virtual industry day and scheduled an on-site visit on February 3, 2026, to provide potential bidders with comprehensive project information and facilitate market research activities.

The primary objective of this Special Notice is to inform the construction industry of upcoming solicitation opportunities and gather market research through contractor surveys. The anticipated solicitation timeline includes advertisement in July 2026 with contract award expected in September 2026, and the estimated construction magnitude ranges from $25 million to $100 million with a 1,095-calendar-day performance period. The acquisition will be solicited as full and open competition and will include a Project Labor Agreement; small businesses are encouraged to participate as subcontractors. Contractors must submit RSVP information including their full government-issued name, firm affiliation, and phone number to designated points of contact. Eligible participants are required to possess government-issued identification and proof of vehicle registration and insurance for site visits. Complete design documentation and specifications will be made available once the formal solicitation is published, and market research survey links expire on February 28, 2026.
