About this file

This document is a Virtual Industry Day presentation for two major construction projects under the U.S. Army Corps of Engineers – Savannah District.

The Forensic Exploitation Directorate Criminal Investigation Laboratory (FXD Lab) is a design-bid-build project to construct permanent facilities for the Defense Forensic Science Center's Forensic Exploitation Directorate. The facility will include administration areas, laboratory space, facility support areas, covered hardstand for mobile laboratory operations, concrete hardstand, and a 4'x 4' RMAG for training explosives. Laboratory spaces will encompass DNA, Forensic Chemistry, Latent Print, Firearms, Triage, and Electronic Exploitation labs. The project requires integration of information systems, fire protection and alarm systems, Intrusion Detection System (IDS), mass notification system, Utility Monitoring and Control System (UMCS), sustainable design features, Department of Defense minimum antiterrorism standards with enhanced AT/FP measures, cyber security measures, and accessibility compliance. Estimated construction magnitude ranges from $25,000,000 to $100,000,000 with an estimated performance period of 1,095 calendar days after Notice to Proceed. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a Small Business Size Standard of $45 million. Advertisement is anticipated for July 2026 with award expected in September 2026.

The Law Enforcement Evidence and Data Repository (LEEDR) is a separate general-purpose warehouse project still in development phase. It will serve as a multi-Service Department of Defense facility for criminal investigative agencies within the Army, Air Force, and Navy, providing specialized storage for bulk evidence, records, data, ballistics and small arms, biological materials, cold storage (refrigerated and freezer-enabled), hazardous materials, oversized equipment, narcotics, high-value items, temporary RF shielding, and National Defense Information evidence. Industry is encouraged to complete market research surveys for both projects. A site visit is scheduled for February 3, 2026, with details available on SAM.gov. The project management team includes Project Manager Will Matson, Procuring Contracting Officers Greg Graham (LEEDR) and Jason Scheil (FXD Lab), Contract Specialists Fabiola Ducelus and Sarai Hayward, and Procurement Analyst Sabrina Bastine.

FORENSIC EXPLOITATION DIRECTORATE

CRIMINAL INVESTIGATION LABORATORY

(FXD LAB)

This project provides permanent facilities for the Defense Forensic Science Center’s (DFSC) Forensic Exploitation Directorate (FXD) and facilities for the authorized expansion of assigned personnel.

The primary facilities will need to include Administration Areas, Laboratory Space, facility support Area, Covered Hardstand (mobile Laboratory area), Concrete Hardstand, 4'x 4' RMAG (Training Explosives only).

This project will need to include information systems, fire protection and alarm system, Intrusion Detection System (IDS), mass notification system, Utility Monitoring and Control System (UMCS), and building information systems.

STATEMENT OF NEED FOR THE FXD LAB

Sustainable Design and Development (SDD) and Energy Policy Act (EPAct05) features will be provided.

Supporting facilities will need to include site development, utilities, limited back-up power source, and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning shall be provided by self-contained system. Building information systems for this project are unique in nature. Measures in accordance with the Department of Defense (DoD) minimum antiterrorism for buildings standards will be provided, plus enhanced AT/FP measures.

Accessibility for individuals with disabilities shall be provided as required. Comprehensive building and furnishings related interior design services are required. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures shall be provided.

Utility connections are required to a privatized electric, water, wastewater and natural gas systems. The Army intends to have the electric, water, wastewater and natural gas utilities privatization system owners make and own the necessary connections up to the facility service disconnect or other defined point of demarcation.

Required assessments have been made for supporting facilities and the project is not in a 100-year floodplain in-accordance-with Executive Order 11988. This project has been coordinated with the installation physical security plan, and all physical security measures are included.

Facilities shall be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance.

This laboratory space will need to consist of DNA, Forensics Chemistry, Latent Print, Firearms, Triage, and Electronic Exploitation labs.

1. DNA Lab: FXD DNA provides scientific associations and links between people, places, events and materials, thus taking away the anonymity of the transnational terrorist and or criminal.

2. Forensic Chemistry Lab: Forensic chemistry provides chemical and analytical testing for the exploitation of explosives, drugs, and related material.

3. Latent Print Lab: The latent print lab processes and responsibilities includes: development, collection and preservation of latent prints from cases received from labs in theater to include IEDs and related components;

Processing of porous, non-porous, and adhesives, using physical and chemical techniques; High resolution digital imaging.

4. Firearm Lab: The firearms section conducts a full range of forensic examinations on physical evidence/material for firearms, toolmarks, and ammunition analysis in support of criminal investigations and military operations.

5. Triage Lab: The triage technician area is used to mitigate any identified hazards on evidence/material coming into the laboratory for exploitation.

6. Electronic Exploitation: The Electronic Exploitation technician room shall be used to perform electrical/electronic exploitation on systems and components related to IEDs, and post blast debris.

REPOSITORY

Current infrastructure to store items of evidentiary value is not sufficient to meet current DOD intent nor future mission needs.

Course of Action (COA): Construct a General-Purpose Warehouse to serve as a Department of Defense Law Enforcement Evidence and Data Repository (LEEDR). This is a multi-Service facility purpose-built to address mission specific needs common to the criminal investigative agencies within the Departments of Army, Air Force, and Navy. Primary areas required include Bulk Storage, Records Storage, Data Storage, Ballistics and Small Arms Storage, Biological Materials Storage, Cold Storage (Refrigerated & Freezer-enabled); Hazardous Materials Storage, Outsized Equipment Storage, Narcotics Storage, High-Value Item Storage, temporary Radio Frequency- (RF) shielding and National Defense Information evidence storage, to include support offices.

This requirement is still in the development phase. You are encouraged to complete the survey at the link provided.
