About this opportunity

The Naval Surface Warfare Center, Carderock Division is conducting market research through this Request for Information (RFI) to identify vendors capable of manufacturing and delivering VIRGINIA Class Propulsor Forward Subassemblies for nuclear submarines. The Naval Sea Systems Command requires contractors to demonstrate capabilities in machining classified components, syntactic fill manufacturing, painting, and meeting strict technical specifications with CONFIDENTIAL-level security clearances. Interested parties must request classified technical drawings within 10 business days of the June 23, 2025 posting date and submit responses by July 24, 2025. Responses are limited to 30 pages and must include detailed descriptions of manufacturing capabilities, facility security clearances, prior experience with large-scale classified components, and any teaming agreements necessary to meet production requirements. The government will evaluate contractors based on their ability to manufacture three Forward Subassemblies per fiscal year, with each subassembly completed within three years of material award, along with their security clearance status and manufacturing facility capabilities.

This opportunity has no set-aside designation and no incumbent contractors are mentioned in the solicitation notice. The contract structure will be a single-source, definite quantity delivery order contract with a five-year ordering period and an anticipated award date of September 2026. According to the attached Statement of Work, the contract will involve manufacturing and delivering six VIRGINIA Class submarine propulsor Forward Subassemblies over four years, producing two Forward Subassemblies per fiscal year. The contract will utilize multiple Contract Line Item Numbers (CLINs) with both firm-fixed-price and cost-plus-fixed-fee pricing structures covering material procurement, manufacturing, engineering services, spare parts, and repairs. While specific dollar values are not disclosed in this pre-solicitation phase, the contract represents a significant long-term commitment for specialized submarine propulsion component manufacturing requiring substantial facility and security infrastructure investments.
