About this file
This document is a draft Statement of Work (SOW) for the VIRGINIA Class Propulsor Forward Subassembly Manufacture and Delivery contract, issued by the Naval Surface Warfare Center, Carderock Division. The contract involves manufacturing and delivering six VIRGINIA Class submarine propulsor Forward Subassemblies over four years, with an anticipated award date of September 2026. The contract will be a single-source, definite quantity delivery order contract with multiple Contract Line Item Numbers (CLINs) covering material procurement, manufacturing, engineering services, spare parts, repairs, and supporting activities.
Key contract details include manufacturing two Forward Subassemblies per fiscal year, with each subassembly to be completed within three years of material award. The contract includes firm-fixed-price and cost-plus-fixed-fee pricing structures across various line items. Contractors must demonstrate capabilities in machining classified components, syntactic fill manufacturing, painting, and meeting strict technical specifications. The government will provide certain components as Government Furnished Property (GFP), and contractors must comply with security requirements, including handling confidential documents and working in classified industrial areas. The contract requires biannual reviews, weekly status reporting, and detailed manufacturing and quality control processes.

Procure Propulsor Forward Assembly Material required to manufacture and deliver a complete Forward Subassembly, including Ropeguard. NOTE: The requirements in DFARS 252.211-7003, Item Identification and Valuation, are applicable for this line item. The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent.
NOTE: The proposed price $X was based on subcontractor material quotes while LME spot price for nickel was $X/ton and copper was $X/ton. The subcontractor material quotes, for each assembly, shall be reviewed within 30 days after award for CLIN 0001 on the first order and at least 30 days prior to awarding any future orders for CLIN 0001. Any pricing changes of more than +/-5% from the original subcontractor material quote resulting from nickel and/or copper price changes, shall be captured as the revised price of that quote. The FFP-EPA clause shall be activated after the review of each order’s material price and will permit a price adjustment up to 20% for subcontractor material.
