About this opportunity

The Department of the Army National Guard seeks a conference package—lodging, meals, and co-located conference space—for the Virgin Islands National Guard State Family Program Annual Volunteer Workshop, with proposals due July 10, 2026 at 12:00 PM and questions due by noon EST on June 30. The procurement is set aside 100% for Women-Owned Small Businesses (WOSB), including the EDWOSB designation.

Place of performance is St. Croix, U.S. Virgin Islands. The event must occur on a Friday-through-Sunday weekend before September 30, 2026; the latest acceptable dates are September 25–27, 2026. The Government will confirm selected dates with the apparent awardee prior to award issuance.

The contractor shall provide 16 lodging rooms (14 single occupancy, 2 double occupancy) with Friday and Saturday nights and Sunday morning checkout. Conference space must accommodate two breakout rooms of approximately 24 individuals each, with audiovisual equipment per room (2 microphones, 1 podium, 1 projector and screen). Meals include breakfast for 18 on Saturday and Sunday; lunch for 48 on Saturday and Sunday; dinner for 48 on Saturday; and morning and afternoon refreshments for 48 at 10:00 and 15:00 hours on Saturday and Sunday. All meals require vegetarian options and beverages (tea, coffee, juice, water). Morning refreshments must include granola bars, yogurt, fruits, and pastries; afternoon refreshments must include granola bars, yogurt, fruits, cookies, and pastries. The workshop serves up to 48 volunteers and operates 1600–2200 hours Friday, 0800–2200 hours Saturday, and 0800–1630 hours Sunday.

The prior year FY25 contract was awarded to Newland USA Corporation at $17,453.13. Evaluation weighs technical factors (location, dates, and Statement of Work compliance) and past performance combined more heavily than price. Non-compliance with technical requirements or marginal or below past performance ratings in relevant experience over the past three years render proposals unacceptable. The NAICS code is 721110 (Hotels except Casino Hotels and Motels); PSC is X1AB (Lease/Rental of Conference Space and Facilities). Contracting officer: Stanley Sienicki (859-721-2625).
