About this opportunity
The Department of the Air Force Air Combat Command is seeking troubleshooting and repair services for the Vindicator System at Joint Base Langley-Eustis, specifically for the 497th Intelligence, Surveillance, and Reconnaissance Group's 122,000 sq ft Sensitive Compartmented Information Facility (SCIF). The system is a critical security infrastructure that integrates intrusion detection, access control, video surveillance, and fire management for the Distributed Ground System-1 (DGS-1) operational environment. Contractors must be Honeywell certified and capable of performing complex technical upgrades, including firmware updates, cabling installation, system map creation, and component replacements. Interested vendors must submit a 5-page capabilities package electronically to brittney.osborne@us.af.mil and sydney.hager@us.af.mil by 1200 EST on January 30, 2025. Evaluation criteria will focus on business size, certification status, teaming arrangements, and demonstrated past performance in similar secure technology environments.
The contract is designated as a total small business set-aside under NAICS code 811210 with a size standard of $34.0M. The specific technical scope includes upgrading V5 controllers from VR14 to VR22, replacing up to 3 SIM Modules, 10 Passive Infrared (PIR) sensors, 10 High Security Building Management Systems, and 2 Duress Buttons. Contractors must be registered in SAM.gov and prepared to coordinate closely with Langley AFB Communications Squadron for IP addressing modifications. While a specific award value is not disclosed, the comprehensive system upgrade and maintenance requirements suggest a significant, complex technical service contract. The work will be performed on-site with assistance from Vindicator personnel during system commissioning and programming, highlighting the mission-critical nature of maintaining this high-security intelligence support infrastructure.
Notice text
Troubleshooting and repair services to the Vindicator System, which is a highly secure, integrated security solution developed by Honeywell; combining features like intrusion detection, access control, video surveillance, and sometimes even fire systems, primarily designed to protect critical infrastructure like government facilities, industrial plants, and utilities, offering a unified user interface to manage all security aspects in one place. The 497 ISRG operates Distributed Ground System-1 (DGS-1), the largest part of the Air Force’s weapon system for processing, exploiting, analyzing, and distributing intelligence collected from Air Force and other intelligence platforms. Additionally, DGS-1 is involved in combat intelligence, surveillance, and reconnaissance operations around the globe on a 24/7 basis delivering high-confidence products and services to Joint and Coalition forces and other designated government agencies. As such, the key factors to the performance of this real-world mission are to maintain a secure posture of the 122k Sq ft SCIF designated as Protection Level 4 facility asset with the Vindicator Command and Control Workstation the hub for Access Control, CCTVs and IDS (Intrusion Detection Systems).
