STATEMENT OF WORK

497th Intelligence, Surveillance, and Reconnaissance Group (497 ISRG) Troubleshoot and Repair of the VCC Workstation (Vindicator System)

BACKGROUND: The 497 ISRG operates Distributed Ground System-1 (DGS- 1), the largest part of the Air Force’s weapon system for processing, exploiting, analyzing, and distributing intelligence collected from Air Force and other intelligence platforms. Additionally, DGS-1 is involved in combat intelligence, surveillance, and reconnaissance operations around the globe on a 24/7 basis delivering high-confidence products and services to Joint and Coalition forces and other designated government agencies. As such, the key factors to the performance of this real-world mission are to maintain a secure posture of the 122k Sq ft SCIF designated as Protection Level 4 facility asset with the Vindicator Command and Control Workstation the hub for Access Control, CCTVs and IDS (Intrusion Detection Systems).

The Contractor will upgrade, test and address the issues indicated on the Survey Report as indicated below.

• Upgrade of the existing firmware from VR14 to VR22 on (2) IDS V5 Controllers,

(4) ACS V5s and (2) Spare V5s.

• The installation of new cabling from the (11) Alarm Points/Doors Mentioned in the report to the associated V5 to allow the existing BMSs to be connected directly to the existing associated SIM Module. Contractor will install new BMSs as required at each location utilizing the existing cabling run to the Lenel

ACS.

• Removal of the existing outdated Facility Maps and the creation/upload of accurate Maps into the Local System. Contractor will provide a digital copy of these new maps to be utilized by Security Forces.

• Pricing includes the replacement of the existing IDS Junction Boxes with new Junction Boxes that do not have Knock Outs. Contractor will replace existing cover plate screws with Tamper Resistant Security Screws and re-install the Security Device and Resistors.

• Contractor will coordinate with Langley AFB Communications Squadron to address IP addressing issues and change IDS IP Address as required.

• Coordination with Vindicator to address and repair the SAW Workstation/License Issues.

• Implementation of Proper Filter Counts into the IDS System.

• Contractor will coordinate with the LAFB Communications Squadron to have a

SEA Level Card Configured and Installed in the VCC or to enable IDS Port Forwarding on the (2) IDS V5s to ensure proper communication with BDOC.

(Recommend a discussion with Vindicator to go over the pros and cons of each approach)

• Contractor will test the entire IDS System and provide a report of any non-functioning devices. Pricing includes the replacement of up to (3) SIM Modules,

(10) PIRs, (10) High Security BMSs and (2) Duress Buttons. Any devices left over will be turned over to DGS-1 to be used as spares. Any additional required devices will be billed on an as needed basis.

• Pricing includes the cost for On-Site Vindicator Personnel to Commission the system and assist with programming and licensing issues.
