About this opportunity

The Department of the Air Force's Air Force Life Cycle Management Center (AFLCMC) is conducting a market research effort to identify potential sources for operation and sustainment of T-6C Training Aircraft for the Vietnam Air Defense Air Force (ADAF). This Request for Information (RFI) seeks capabilities in five primary areas: Mission Planning System, Country Standard Technical Orders, T-6C Trainer Aircraft Spares and Accessories, Program Management & Technical Support, and Support Equipment. Contractors must submit a 12-page capabilities package in PDF format, demonstrating expertise in aircraft operation and sustainment, with responses due by April 11, 2025. Only United States companies are eligible to participate, and the government will use this market research to determine whether the future procurement will be full and open competition, a small business set-aside, or a sole source acquisition. Respondents should be prepared to provide detailed information about their business capabilities, engineering services, hardware production, and repair capabilities through a comprehensive Contractor Capability Survey.

The previous contract for these aircraft was awarded to Textron Aviation Defense LLC, which supplied twelve T-6C aircraft with associated ground support equipment, spare engines, spare parts, and other supporting materials. The anticipated performance period for the new contract is from 2025-2028, though no specific award value has been disclosed. No set-aside has been currently designated for this opportunity, meaning it could be open to various business sizes. The government emphasizes that participation in this market survey does not guarantee future solicitation or contract award, and no reimbursement will be provided for survey participation expenses. Interested contractors must submit their responses electronically to specified Air Force email addresses, with a recommendation to keep individual file sizes under 5MB to ensure successful transmission.

Notice text

This market survey is being conducted by the Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Legacy Training Aircraft Division (LTAD), Training Aircraft International Branch (WNDI), Wright Patterson Air Force Base (WPAFB), to identify potential sources that may possess the expertise, capabilities, experiences, and necessary data to respond to requirements for operation and sustainment of the T-6C Aircraft for use by the Vietnam Air Defense Air Force (ADAF). This will also assist the United States Government (USG) in determining whether this requirement will be full and open competition, a small business, or a sole source acquisition. Companies/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. Written follow-up questions may be asked of responders for clarification, but this will not indicate a selection or preference. Responses to this notice are not offers and cannot be accepted by the USG to form a binding contract. Only United States companies will be considered for contract award.
