About this opportunity

The Library of Congress National Audiovisual Conservation Center (NAVCC) is soliciting one Quad SDI+ video encoder system with auxiliary equipment and software to support testing and serve as a standby unit for their video laboratory operations. This commercial acquisition is being conducted under FAR Part 12 and Part 13 simplified acquisition procedures as a firm-fixed-price competition. The encoder must feature a 2U rack-mounted server form factor with 8-channel SDI input capability, DVI video output, dual power supplies, and include METUS Ingest encoding software with perpetual licensing (not subscription-based) configured for 4 concurrent video streams, along with Indelt/DigiCart software suite components. The system must comply with the Library's moving image file specifications, which require support for both archive files (using MKV Matroska or MXF OP1a wrappers with lossless codecs) and viewing files (using H.264/AVC), and must be compatible with PostgreSQL databases and FFmpeg version 8 or above. Awards will be made on a lowest-price-technically-acceptable basis under FAR Part 13 procedures. The proposal deadline is April 17, 2026 at 5:00 PM EDT, with questions due by April 9, 2026 at 5:00 PM EDT, and all offers must be submitted via email in Microsoft Office or Adobe formats limited to four pages.

The solicitation includes no set-aside designations and involves no incumbent contractor references. The contract structure consists of a base period from June 30, 2026 to June 29, 2027 plus four optional one-year periods extending through June 29, 2031, with one-year warranty included in the base period and optional years covering services and support. Hardware delivery must occur within 30 days of the performance start date to the Packard Campus in Culpeper, Virginia, with on-site repair visits during optional support periods included in the quoted price with all travel expenses covered. The specific budget value for this procurement is not disclosed in the solicitation materials provided. All offerors must be registered in the System for Award Management (SAM) by the time of award, and invoices must be submitted electronically through https://www.ipp.gov. The contracting officer is James Robinson (202-707-9053, jarobinson@loc.gov) and the contract specialist is Colleen Daly (202-707-0386, cdaly@loc.gov).
