About this opportunity
The Federal Highway Administration's Eastern Federal Lands Highway Division is procuring a building permit fee from the Virgin Islands Department of Planning and Natural Resources (DPNR) Division of Permits for Federal Highway Project VI 38(2), Raphune Hill Road Improvements. This sole source procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures for purchases under $250,000, as the DPNR building permit is required to construct the project and represents the only available source for this specific requirement. Contractors must be registered in the System for Award Management (SAM), submit electronic invoices through the Department of Transportation's Delphi eInvoicing system, and comply with Section 508 accessibility standards for information and communication technology deliverables. The evaluation will consider timely submission of quotations that include required vendor information such as SAM UEI Number, Federal Tax ID Number, and CAGE Code. Quotations are due by 1:00 PM EST on September 8, 2025, with all responsible sources encouraged to submit proposals during the posting period.
This procurement does not utilize any small business set-aside designation and is classified under NAICS code 925120 for Administration of Urban Planning and Community and Rural Development. The estimated permit fee value is $24,090.00 for a quantity of one building permit, with delivery required by September 8, 2026, on an FOB Destination basis. The place of performance is St. Thomas, Virgin Islands, with the work specifically focused on the Raphune Hill Road improvements and relocation of Route 381. No current incumbent contractor is identified in the documentation, as this appears to be a regulatory fee payment directly to the local government permitting authority. The procurement incorporates standard federal contract provisions related to telecommunications equipment restrictions, ByteDance application prohibitions, and commercial product terms that contractors must acknowledge and comply with throughout the contract period.
