About this file
This document is a Sole Source Justification form for a local permit fee, prepared by the Federal Highway Administration (FHWA). The document details the procurement of a Building Permit from the Virgin Islands Department of Planning and Natural Resources (DPNR) Division of Permits, required to construct a project. The permit fee is estimated at $24,090.00, and the justification is based on FAR Part 13 Simplified Acquisition Procedures for purchases under $250,000. The document indicates that a Building Permit from DPNR is the only source available for this specific requirement, with the permit fee estimate based on local and federal regulations. The form is signed digitally by Vivian M Gutierrez (Branch Chief) and Christopher Shawn Long (Contacting Officer) on August 26, 2025.
