About this opportunity
The Department of the Navy Naval Air Systems Command is conducting a sole-source procurement of a Keyence VHX-X1 digital microscope system from Keyence Corporation of America, with capability statements due by September 3, 2026 (seven calendar days from the August 27 notice publication date). The Metals and Ceramics Department of Fleet Readiness Center Southeast requires the system to perform critical inspection and material analysis using proprietary capabilities including real-time 3D composition analysis, advanced shadow-effect imaging, and automated teaching functions that the Navy states no other source can provide; the procurement includes trade-in of existing equipment. All responsible sources may submit capability statements within the seven-day window; the Navy will consider responses solely to determine whether competitive procurement is warranted, with final competitive-or-sole-source determination at the Government's discretion. The RFQ (N6852026Q1046) specifies a Women-Owned Small Business set-aside, NAICS 333310, with formal offer due September 9, 2026 at 4:00 PM Eastern Time. The turnkey system must deliver to NAS Jacksonville within sixty calendar days of award and includes the VHX-X1 controller, VHX-7100 integrated head, VHX-S750E free-angle observation system with motorized stages, three lens assemblies, NIST-certified calibration scale, 3D Profile Measurement Module, two-year advanced warranty, and advanced analysis software. Technical point of contact: Melissa Gatrost (melissa.d.gatrost.civ@us.navy.mil); Contracting Officer: Beverley Rhamdeow (beverley.s.rhamdeow@us.navy.mil). Contractors must comply with NAS Jacksonville access, security, and OPSEC requirements as detailed in the FRCSE work restrictions attachment.
Notice text
The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Keyence Corporation of America, 669 DR Suite 403, Elmwood Park, New Jersey 07407-1361 (Cage: 0VZL5) on a sole source basis in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102(a), only one source reasonably available and no other supplies or services will satisfy agency requirements.
The Metals and Ceramics Department of the Materials Engineering Division (MED) at Fleet Readiness Center Southeast (FRCSE) requires the procurement of a specific type of fully integrated, turnkey digital microscope (VHX-X1) system to meet critical inspection and analysis needs. Current analysis methods are limited, and a system with unique capabilities, such as real-time 3D composition, advanced shadow-effect imaging for surface feature enhancement, and fully automated teaching functions, is required to analyze advanced materials and component failures. This procurement is for a new system that consolidates these proprietary functions into a single, integrated unit, replacing an older, less capable Keyence model. A trade-in of the existing equipment is included in this procurement.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within seven (7) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
The point of contact for this requirement is Ben Barton at benjamin.s.barton2.civ@us.navy.mil.
