About this opportunity

The U.S. Geological Survey Western Fisheries Research Center is soliciting veterinary services through a Request for Quotation (RFQ 140G0326Q0085) to support its aquatic animal research program in Seattle, Washington. The procurement requires a licensed Doctor of Veterinary Medicine (DVM) with a minimum of five years of experience in aquatic animal veterinary medicine, with particular emphasis on salmonid fish health, to provide comprehensive veterinary medical care for laboratory aquatic animals in accordance with National Academy of Sciences guidelines. Key responsibilities include conducting minimum four-hour monthly visits to the principal duty station, serving as a voting IACUC member, performing annual facility inspections at both locations, and assisting with standard operating procedures and staff training. The government will evaluate proposals based on three criteria: experience and expertise of key personnel (most important), past performance, and price (least important). The deadline for submitting questions is April 13, 2026 at 10:00 AM Pacific Time, and the revised deadline for quote submission is April 17, 2026 at 10:00 AM Pacific Time, as extended by Amendment One issued April 13, 2026.

This procurement is designated as a Total Small Business set-aside under NAICS code 541940 (Veterinary Services) with an associated size standard of $10 million. Services will be performed at two locations: 6505 N.E. 65th Street, Seattle, WA 98115 and the Marrowstone Field Station at 616 Marrowstone Point Road, Nordland, WA 98358, with Amendment One clarifying that one individual will serve both locations rather than requiring two full-time employees. The contract structure is firm fixed-price with a base performance period of May 1, 2026 through April 30, 2027, plus one optional year extending from May 1, 2027 through April 30, 2028. Offerors must submit a signed SF-18, a firm fixed-price quote, technical information including work plan and curriculum vitae, and their System for Award Management (SAM) Unique Identification Entity number. No incumbent or current contractor has been identified in the solicitation documents.
