About this opportunity

The Department of Veterans Affairs is conducting market research through a Request for Information (RFI) to identify vendors capable of supporting the expansion of the Veteran Directed Care (VDC) Program and Caregiver Support services across Veterans Health Administration Medical Centers. The procurement seeks administrative management and general management consulting services under NAICS code 541611 to help evaluate and certify state and local agencies for program implementation, provide technical assistance to VA medical centers, and develop a patient-directed care model that enables veterans to hire personal caregivers, including family members. Key requirements include the ability to integrate solutions into VA's IT infrastructure and Enterprise Cloud (VAEC), compliance with cybersecurity guidelines and 508 accessibility standards, and support for shifting long-term services from nursing homes to home and community-based care. Interested vendors must submit responses by July 4, 2025, at 4:30 PM EST via email to kevin.pendleton@va.gov, with submissions limited to 15 pages in Microsoft Word format. The evaluation will focus on vendors' capabilities statements, company details, past performance information, and responses to a specific questionnaire addressing program requirements.

This opportunity does not utilize any set-aside designations and is open to all qualified vendors. No incumbent contractors or current service providers are specifically mentioned in the RFI documentation. The VA has not disclosed potential contract values or budget ranges for this requirement, emphasizing that this market research effort does not constitute a solicitation or guarantee future contract awards. The RFI specifically targets the expansion of VDC services across multiple VA Medical Centers nationwide, though the exact number of facilities or timeline for implementation is not specified in the available documentation. Vendors are expected to demonstrate their ability to support the program's core objective of rebalancing VHA's investment in Long Term Services and Supports by facilitating the transition from institutional care to community-based alternatives.

UPDATE: See the highlighted areas of the RFI for changes. The response date has also been extended to July 4, 2025 at 4:30 PM.

Requirements for integrating the Veteran Directed Care and Caregiver Support (a.k.a. the proposed solution) shall be consistent with existing interface capabilities, cybersecurity guidelines on Authorizations to Connect and to Operate, and 508 compliance measures.

The Veterans Health Administration (VHA) Office of Geriatrics and Extended Care (GEC) is required to expand the Veteran Directed Care (VDC) Program at Department of Veterans Affairs Medical Centers (VAMC) to include development, implementation, and evaluation of the program.
