About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), a component of the Department of the Navy, has issued a Special Notice regarding a sole source procurement for the modification of the Vertical Electromagnetic Pulse Simulator (VEMPS). The notice pertains to a potential contract with Applied Physical Electronics, LC (APELC), the original designer and manufacturer of the VEMPS system. NAWCAD has determined that the current VEMPS pulse generator and control system, developed between 2014 and 2016, does not meet current testing standards and requires modernization. The agency specifically identifies APELC as the sole qualified source for this modernization due to their unique expertise and proprietary knowledge of the system's design. The Special Notice was posted on January 23, 2025, with the same date listed as the due date for potential contractor responses.

The primary objective of this Special Notice is to upgrade the VEMPS system to meet new testing standards through a sole source procurement under FAR 6.302-1. Interested contractors are invited to submit a capabilities statement, though the government emphasizes that this is not a competitive proposal request. The agency will consider all information received before the closing date, with the ultimate determination of proceeding with a non-competitive procurement being solely at the government's discretion. APELC is deemed the only qualified source due to their specific knowledge of the system's pulse forming network and tailored components for NAWCAD's antenna and working volume. The NAICS category for this opportunity is 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals), and the PSC category is 6636 (Environmental Chambers And Related Equipment). Contractors should note that the government will not reimburse any costs associated with responding to this notice, and all communication should be directed via email to Bennett Wilson.

INTRODUCTION

The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate on a sole source basis with Applied Physical Electronics, LC (APELC) (CAGE: 1DUK4) for the modification of the Vertical Electromagnetic Pulse Simulator (VEMPS).

GENERAL INFORMATION

The present day VEMPS pulse generator and control system was developed and fielded between November 2014 and September 2016.  The current VEMPS system is not capable of reaching test standards at its current capability.  NAWCAD requires the VEMPS system to be modernized to meet new testing standards.

APELC is the original designer, developer and manufacturer of the VEMPS, a system singularly unique in its class with a pulse forming network tailored specifically to the NAWCAD antenna and working volume.  Therefore, APELC is the only source qualified to undertake this modernization due to their knowledge and experience with the current design as well as their expertise specific to proprietary components contained within the system’s pulse forming network.

There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.  Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.  No telephone response will be accepted.
