About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting quotes for comprehensive ventilation cleaning services aboard an Avenger-class mine countermeasures ship stationed in Sasebo, Japan. The scope includes cleaning multiple exhaust, supply, and recirculating ventilation systems throughout the vessel, with contractors required to remove and clean wire mesh screens, dampers, and access plates. Offerors must possess technical certification by submitting an approved vent cleaning procedure letter from NAVSEA Code 05Z42 and Naval Surface Warfare Center, Philadelphia Division-Ship Systems Engineering Station (NSWCPD-SSES) Code 416 NSWC, particularly if providing dry ice cleaning services. The Navy will evaluate proposals based on technical exceptions, technical certification, price, delivery capabilities, ability to meet the performance period, and past performance. Quotes are due by August 25, 2025, with questions directed to Contract Specialist Jeremy Wells at jeremy.a.wells.civ@us.navy.mil.
This procurement is designated as a 100% total small business set aside, though the attached solicitation document indicates it is specifically set aside for Women-Owned Small Business (WOSB) enterprises utilizing FAR Parts 12 and 13. The contract will be awarded as a firm, fixed-price arrangement covering on-site contractor support including travel, labor, and all necessary materials for the ventilation cleaning operations. The performance period spans from September 15, 2025, through December 24, 2025, providing approximately three months for completion of the work. Selected contractors must comply with base access requirements, security protocols, and other Navy-specific regulations for working at the Japanese naval facility. No incumbent contractors or specific budget ranges were identified in the solicitation materials, and interested parties must maintain active registration in the System for Award Management (SAM) to be eligible for award consideration.
