About this opportunity
The Naval Supply Systems Command is soliciting quotes for ventilation cleaning services to be performed on an Avenger-class mine countermeasures ship at a US Navy ship repair facility. This Request for Quote requires specialized on-site contractor support with technical certification mandating that offerors providing dry ice cleaning submit an approved vent cleaning procedure from NAVSEA Code 05Z42 and Naval Surface Warfare Center, Philadelphia Division-Ship Systems Engineering Station Code 416 NSWC. Contractors must be registered in the System for Award Management and comply with base access requirements including registration in the Synchronized Pre-deployment and Operational Tracker and obtaining a valid Letter of Authorization. The evaluation will consider technical compliance, price, delivery, ability to meet the performance period, and past performance, with award going to the quote representing the best value to the government. Questions must be submitted to Contract Specialist Jeremy Wells at jeremy.a.wells.civ@us.navy.mil, and quotes are due by August 25, 2025.
This opportunity is designated as a 100% total small business set-aside utilizing FAR Parts 12 and 13, though the government file indicates it is specifically set aside for Women-Owned Small Business concerns. The contract is structured as a firm fixed-price service arrangement with no incumbent contractors identified in the available documentation. The performance period is scheduled to run from September 29, 2025, through November 14, 2025, providing approximately six and a half weeks for completion of the ventilation cleaning services. All work will be performed at the naval facility located in Sasebo, Japan, requiring the selected contractor to provide international on-site support. No specific contract value or budget range has been disclosed in the solicitation materials.
