About this opportunity

The National Highway Traffic Safety Administration (NHTSA) within the Department of Transportation is seeking vehicle purchasing, leasing, and test coordination support services through a pre-solicitation notice posted on July 23, 2025. The contractor will be responsible for purchasing new and used vehicles for crash testing programs, leasing vehicles for crash avoidance testing, shipping vehicles between testing laboratories throughout the continental United States, and coordinating test schedules for the New Car Assessment Program (NCAP). These services will support multiple NHTSA offices including the Office of Vehicle Safety Research, Vehicle Research and Test Center, Office of Enforcement, Office of Defects Investigation, Office of Rulemaking, and NCAP in conducting various crash tests, crash avoidance tests, rollover tests, airbag deployment tests, and research studies related to Federal Motor Vehicle Safety Standards. The procurement is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price and Fixed-Price Economic Price Adjustment delivery orders. The solicitation notice indicates this is a pre-solicitation with both the posted date and due date listed as July 23, 2025, though no specific evaluation criteria are detailed in the notice.

This opportunity is designated as a total small business set-aside, but the government is contemplating a sole source award to Alpha Technology Associate, Inc., the current incumbent contractor. According to the attached Justification for Other Than Full and Open Competition, Alpha has provided vehicle procurement services to NHTSA for twelve years and remains the only viable contractor after extensive market research efforts failed to identify alternative vendors. The contract has a total value of $9,964,816 and includes an eighteen-month performance period consisting of a twelve-month base period with one six-month option period. Alpha has demonstrated the capability to procure up to 100 vehicles within three months and lease over 7 vehicles monthly while maintaining an extensive dealer network across the continental United States. The anticipated contract award date is September 2025, with this sole source bridge contract intended to maintain continuity of NHTSA's critical vehicle testing and research capabilities while the agency works toward awarding a new five-year contract following completion of small business review and additional market research.
