The Bureau of Indian Affairs Navajo Region seeks a firm-fixed-price vegetation survey covering 458,435 acres across District 10 North in Chinle, Arizona, with proposals due September 17 at 3:00 p.m. MDT and questions due September 3 at 12:00 p.m. MDT. Place of performance is the Chinle Navajo Agency in Apache County, Arizona, with delivery to BIA Navajo Partitioned Lands near Pinon, Arizona. The work covers six Range Management Units spanning Land Management District 10 North Sub-Units 10-2A, 10-2B, and 10-3 within the communities of Rough Rock, Many Farms, and Chinle on the Colorado Plateau.
The contractor must collect forage production data on 433 transects across approximately 239,558 acres using double sampling methodology (estimating and harvesting) per the National Range and Pasture Handbook and Inventory and Monitoring Technical Report 1734-7. Field data collection is preferred to begin September 7, 2026. The contractor provides all equipment, materials, supplies, personnel, transportation, lodging, and field camping. Professional staff must hold backgrounds in range science, range ecology, plant biology, or related ecological sciences, with field personnel capable of accurate work in rugged terrain. Deliverables include a detailed technical report with draft versions at 30%, 60%, and 90% completion (three-week review periods each), a final report within 15 calendar days of BIA comments, ten hardcopy reports with binders, GIS data with metadata, and all collected electronic data. The final report must include carrying capacity determinations, similarity index calculations, range condition scores, frequency and cover analysis, production data sheets, and ArcGIS Pro 10.4.1 analysis.

Evaluation criteria in descending order of importance are technical approach, key project management and technical support, past performance, and price.
