About this opportunity
The United States Coast Guard Surface Forces Logistics Center is procuring technical representative services for Vector Control systems installed on 45' Response Boat-Medium (RB-M) vessels through a sole-source solicitation to Vector Controls Inc., the original equipment manufacturer. The services encompass comprehensive on-site technical support including troubleshooting, repairs, failure analysis, inspections, maintenance, removal, installation, alignment, calibration, and underway testing of propulsion control systems. The Coast Guard has determined that only Vector Controls Inc. possesses the necessary technical data, engineering expertise, and OEM parts required to successfully provide these specialized services. The procurement will be structured as a firm-fixed-price purchase order under FAR 12 and FAR 13.5 simplified procedures for commercial products and services. The solicitation was posted on June 6, 2025, with responses due by June 25, 2025.
This contract opportunity is designated as a 100% small business set-aside with a small business size standard of $25.5 million, and Vector Controls Inc. is identified as both the incumbent and sole qualified provider. The scope includes an estimated 7 trips per 12 months with approximately 8 hours per trip for technical representative services, along with open/inspect/report services for Coast Guard vessels. The contractor must be capable of providing services at vessel homeports throughout the United States, including Hawaii, Alaska, Guam, and Puerto Rico, with a requirement to respond within 72 hours of notification. Services will be performed at Curtis Bay, Baltimore, MD, with travel costs reimbursed according to Joint Travel Regulations and invoicing processed through the government's IPP system. The technical representative must be currently employed by Vector Control Inc. and designated as a field service representative with access to calibrated tools and specialized equipment meeting national standards.
