About this opportunity
The Federal Emergency Management Agency (FEMA) National Community Section is seeking information from potential contractors for a VAV valve replacement project at their MERS facility in Bothell, Washington. This Request for Information (RFI) is designed to gauge market capabilities for repairing HVAC Variable Air Volume (VAV) systems, specifically involving the replacement of 3-way mixing valves, unions, isolation valves, and associated piping. Interested contractors are required to submit a comprehensive response package, including a 5-page capabilities statement, 2-page company information document, 2-page examples of similar past work, and preliminary price estimates. The RFI is purely for market research and planning purposes, with no guarantee of future contract award. Responses are due by December 20, 2024, and must be submitted through standard procurement channels like SAM.gov or DHS Marketplace.
The opportunity is designated as a Total Small Business set-aside, targeting contractors in the Plumbing, Heating, and Air-Conditioning Contractors (NAICS 238220) category. The scope of work requires completing all HVAC valve replacement services within 90 calendar days from contract award, with work performed between 0600-1400 PST at the Bothell facility location. Contractors must provide all necessary tools, equipment, replacement parts, and qualified personnel to execute the project. While no specific budget range is disclosed, the project involves installing 3 new 3-way mixing valves, 9 new unions, and 2 isolation valves, indicating a moderate-scale maintenance intervention. The government emphasizes that this RFI does not constitute a formal solicitation and that potential offerors will need to monitor official procurement platforms for future developments.
