About this opportunity
The Department of Homeland Security US Coast Guard seeks spare parts for MH-65E Aircraft through a full and open competitive Request for Quotation, with quotations due June 29, 2026 at 4:30 p.m. EDT. The procurement is unrestricted and will award one or more Indefinite Delivery–Requirements contracts with firm fixed pricing.
The contract structure consists of a one-year Base Period with up to four optional one-year periods. The schedule covers 19 line items across five contract periods, encompassing electrical assemblies, contact assemblies, switches, modules, fasteners, diodes, and miscellaneous aircraft components. Estimated quantities range from 10 to 1,000 units per item. Delivery is FOB Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina; all packaging, marking, and shipping costs are included in quoted prices.
All parts must be newly manufactured and approved under Federal Aviation Administration guidelines per FAA Advisory Circular 00-56B. Offerors must provide either a Certificate of Airworthiness (FAA 8130 preferred or equivalent EASA certification) or a Certificate of Conformance with complete traceability to the original equipment manufacturer, with no more than two ownership exchanges prior to USCG delivery. Four line items are designated flight-critical and require Certificate of Analysis documentation. Offerors not certified under FAA AC 0056 are subject to USCG Engineering review.
Evaluation is conducted on three factors: Technical Acceptability (pass/fail based on FAA AC 0056 certification and documentation requirements), Price (fair and reasonable per FAR 12.204), and Past Performance (assessed using USCG past contracts, AMMIS delivery data, PPIRS/CPARS, and Federal Government sources; neutral rating applies to vendors lacking relevant history). The lowest-priced offer is initially evaluated for technical acceptability; if unacceptable, evaluation proceeds sequentially until an acceptable, technically qualified offer with acceptable or neutral past performance is identified. Large businesses under NAICS 336413 must submit Small Business Subcontracting Plans. The price firm period is 120 calendar days from offer receipt. Quotations must be emailed to Livia.M.Pippen@uscg.mil with the solicitation number in the subject line; phone call quotations will not be accepted.
