About this opportunity

The Department of Veterans Affairs Regional Procurement Office-Central seeks firm-fixed-price quotes for commercial electronic journal subscriptions to support clinical decision-making at Veterans Integrated Service Network 9, with quotes due September 18, 2026 at 1:00 PM EDT. This procurement is a 100 percent service-disabled veteran-owned small business set-aside, restricting competition to SDVOSBs.

Place of performance is Murfreesboro, Tennessee. The requirement covers three specific journal titles: Journal of Clinical Oncology, Journal of Clinical Psychiatry, and Radio Graphics & Radiology Combo Subscription. Access must be unrestricted and simultaneous across all VA network sites via IP-based authentication through VA Gateway and LibLynx IPs (157.230.189.45 and 162.243.143.27), with immediate access for remote VPN users and no embargo periods on full-text articles. Performance spans twelve months from award with one optional extension year not to exceed one year total. The NAICS code is 519290, Web Search Portals and All Other Information Services, with a 1,000-employee size standard; PSC is R605, Support-Administrative: Library.

Offerors must submit documentation demonstrating authorized reseller or distributor status from the publisher or intellectual property holder. Evaluation uses a Lowest Price Technically Acceptable (LPTA) methodology; technical acceptability is rated Acceptable or Unacceptable, and price serves as the sole deciding factor among acceptable quotes. The Government will evaluate price as the total of all line-item prices, including all options and estimated costs associated with FAR 52.217-8. The contracting officer is Erich Hoffman (ERICH.HOFFMAN@VA.GOV, 216-447-8300). This RFQ is issued under the Revolutionary FAR Overhaul Part 12 commercial procedures; no written solicitation document will be issued.

The Department of Veterans Affairs, Regional Procurement Office-Central, 1639 Medical Center Parkway, Suite 204, Murfreesboro, TN 371291 is seeking an existing, commercial, off-the-shelf, web-based electronic collection of various eJournals as outlined in the below statement of work.

INSTRUCTIONS TO QUOTERS

(A) Volume I – Technical

The Offeror shall provide documentation demonstrating that its entity is an authorized

reseller or distributor of the journals from the publisher or intellectual property holder.

This documentation will be used to determine technical acceptability. Quotes will be

rated Acceptable or Unacceptable.

(B) Volume II – Price

The Offeror shall submit a firm-fixed-price quote for all items described in the Statement

of Work (SOW). The Government will evaluate price by adding the total of all line-item

prices, including all options and the estimated cost associated with exercising FAR

52.217-8. The Total Evaluated Price will be that sum.

FACTORS TO BE EVALUATED

1. Technical Acceptability

The technical quote will be evaluated to verify submission of the required

authorized reseller/distributor documentation. Technical quotes will be rated

Acceptable or Unacceptable.

2. Price

This acquisition will be evaluated using the Lowest Price Technically Acceptable

(LPTA) methodology. Price, and price alone, will be the deciding factor. Award

will be made to the lowest-priced Offeror whose technical quote is rated

Acceptable.

Evaluation Sequence

To maximize efficiency, the Government may evaluate price first. The technical quote of

the lowest-priced Offeror will then be evaluated. If rated Acceptable, award may be

made without evaluating other quotes. If rated Unacceptable, the Government may

evaluate the technical quote of the next lowest-priced Offeror, and so on.

The Government reserves the right to evaluate all quotes or hold discussions if

determined to be in the Government’s best interest.

Offeror-imposed terms and conditions that deviate from the Government’s material

requirements may result in an Unacceptable rating.

PRICE EVALUATION APPROACH

Firm Fixed Price

The Government will evaluate offers by totaling all line-item prices, including options.

In accordance with FAR 52.217-8, evaluation will also include an additional 6-month

option period priced using the final option period rates. Base year, option periods, and

the additional 6-month extension will be summed to determine the Total Evaluated

Price.

Award will be made to the Lowest Price Technically Acceptable Offeror in accordance

with RFO Part 12.

Responses should contain your best terms, conditions.

To facilitate the award process, all quotes must include a statement regarding the terms

and conditions herein as follows:

"The terms and conditions in the solicitation are acceptable to be included in

the award document without modification, deletion, or addition."

OR

"The terms and conditions in the solicitation are acceptable to be included in

the award document with the exception, deletion, or addition of the following:"

Quoters shall list exception(s) and rationale for the exception(s), if any.
