About this opportunity
The United States Marine Corps Systems Command (MCSC) has issued a Request for Information to conduct market research on a Variable Environmental Control Unit (VECU) designed to improve upon existing 3-Ton and 5-Ton Environmental Control Units. The VECU must deliver enhanced British Thermal Unit (BTU) tonnage output with reduced power consumption while being optimized for existing USMC mobile electric power systems including the Advanced Medium Mobile Power Systems (AMMPS) and Mobile Electric Power Distribution System - Replacement (MEPDIS-R). Key requirements include the use of Hydrofluoroolefin (HFO) refrigerant with a Low Global Warming Potential rated at 750 or less and non-polyfluoroalkyl substances (PFAS). The RFI seeks comprehensive vendor responses covering development cost estimates, production timelines, monthly production capacity, and technical capabilities. Vendors must submit their responses in Microsoft Word or Adobe PDF format by November 3, 2025.
This opportunity does not utilize any set-aside designation and no incumbent contractors or current service providers are identified in the solicitation documents. While specific award values or budget ranges are not disclosed in this pre-solicitation phase, the RFI requests detailed cost estimates from potential vendors. The VECU must meet stringent specifications including a maximum weight of 560 pounds, dimensional constraints of 47.6 x 37 x 47.4 inches, operational temperature range from -25°F to 125°F, and variable cooling capacity up to 6 tons. Additional technical requirements include multiple airflow rates, electromagnetic interference compliance, and reliability standards with a Mean Time Between Failure of 2,100 hours. The system must be optimized for soft and rigid wall shelters and demonstrate compatibility with existing USMC power distribution infrastructure.
Notice text
In support of USMC Environmental Control Equipment (ECE) requirements, MCSC is interested in understanding industry's capability to design and produce a Variable Environmental Control Unit (VECU) with a capability that focuses on improving British Thermal Unit (BTU) Tonnage output with a reduced power consumption and are optimized to be powered by existing United States Marine Corps (USMC) mobile electric power, the Advanced Medium Mobile Power Systems (AMMPS) and USMC electric distribution systems, the Mobile Electric Power Distribution System – Replacement (MEPDIS-R). The VECU will need to use a Hydrofluoroolefin (HFO), a Low Global Warming Potential (LGWP) refrigerant rated at 750 or less and non-polyfluoroalkyl substances (PFAS). Information is requested in Microsoft Word or Adobe PDF format document.
