About this file

This Request for Information (RFI) is issued by the Marine Corps Systems Command (MCSC) to conduct market research on a Variable Environmental Control Unit (VECU) for the United States Marine Corps. The VECU is intended to improve upon existing 3-Ton and 5-Ton Environmental Control Units (ECUs) by focusing on enhanced British Thermal Unit (BTU) tonnage output with reduced power consumption. Key requirements include using a Hydrofluoroolefin (HFO) refrigerant with a Low Global Warming Potential (LGWP) rated at 750 or less, compatibility with existing USMC mobile electric power systems, and optimization for soft/rigid wall shelters.

The RFI seeks detailed vendor responses covering development cost estimates, production timelines, monthly production capacity, and technical capabilities. Specific design criteria include weight limits (560 lbs max), dimensional constraints (47.6 x 37 x 47.4 inches), operational temperature range (-25°F to 125°F), variable cooling capacity up to 6 tons, multiple airflow rates, electromagnetic interference compliance, and reliability standards (Mean Time Between Failure of 2,100 hours). Vendors are requested to submit responses by November 3, 2025, addressing a comprehensive set of technical, performance, and operational specifications for the proposed VECU system.

Request for Information M67854-25-I-5327 Variable Environmental Control Unit (VECU)

General Information

Document Type Request for Information (RFI) Request for Information Number M67854-25-I-5327 Posted Date 30 September 2025 Response Date 03 November 2025 Product Service Code 4120 (Air-Conditioning Equipment)

NAICS Code 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing)

Introduction

This Request for Information (RFI) initiates market research under Federal Acquisition Regulation Part 10.002(b)(2)(iii). This is NOT a Request for Proposals. NO FINAL SOLICITATION DOCUMENTS EXIST AT THIS TIME. This RFI does not constitute a commitment, implied or otherwise, that the Marine Corps Systems Command (MCSC) will take procurement action in this matter. The Government will not be responsible for any cost incurred in furnishing this information.

In support of USMC Environmental Control Equipment (ECE) requirements, MCSC is interested in understanding industry's capability to design and produce a Variable Environmental Control Unit (VECU) with a capability that focuses on improving British Thermal Unit (BTU) Tonnage output with a reduced power consumption and are optimized to be powered by existing United States Marine Corps (USMC) mobile electric power, the Advanced Medium Mobile Power Systems (AMMPS) and USMC electric distribution systems, the Mobile Electric Power Distribution System – Replacement (MEPDIS-R). The VECU will need to use a Hydrofluoroolefin (HFO), a Low Global Warming Potential (LGWP) refrigerant rated at 750 or less and non-polyfluoroalkyl substances (PFAS). Information is requested in Microsoft Word or Adobe PDF format document.

General Background

The USMC 3-Ton ECU and 5-Ton ECU, listed in attachments/links, are the currently fielded Program of Record systems. These units primarily support Soft/Rigid Wall shelters. Both units cool, dehumidify, ventilate, filter, and heat. The VECUs are intended to satisfy most Marine Corps requirements. The current ECUs are designed for minimum size and weight, standardization of components, minimum power requirement, a tolerance of variations in power supply, and maximum reliability and maintainability consistent with their relatively small interior volume. Their features include:

• Rugged construction and able to withstand shock and vibration

• Automatically controlled heating as well as cooling

• Fresh air ventilation with or without cooling or heating

• Self-protection against storage temperatures

• Self-protection against restriction of condenser air flow

• Electromagnetic Interference compliant

The current refrigerant used by these systems have a high LGWP and contain PFAS, which do not comply with new policies such as the American Innovation and Manufacturing Act and Environmental Protection Agency’s Final Rules. This drives a Marine Corps’ need for a VECU that uses modernized refrigerants as an enduring solution. The VECU needs to be optimized to encompass a range of BTU/hr. outputs and consume less power/fuel resources.

This RFI includes a list of VECU design criteria that are also applicable to individual 36K & 60K BTU systems.
