About this opportunity
The U.S. Customs and Border Protection (CBP) is seeking grounds maintenance and snow removal services for the Van Buren Border Patrol Station in Maine through solicitation 70B03C25Q00000312. The contractor must provide comprehensive custodial services, grounds maintenance including lawn mowing, shrubbery trimming, weed control, fertilizing, and snow removal services, along with all management, supervision, labor, transportation, supplies, and equipment necessary to maintain a clean and professional facility appearance. Services must be performed during a five-day work week from 0700-1530, with snow removal required prior to 0700 to minimize vehicle congestion, and heavy-duty cleaning conducted after normal working hours. The government will evaluate proposals based on technical capability and past performance, which are considered more important than price, with vendors required to submit a technical response limited to 15 pages, a completed price quote template, and a past performance questionnaire. Key dates include a mandatory contractor walk-through on June 17, 2025 at 10:00 am ET, with quotation submissions due by July 11, 2025 at 5:00 p.m. ET via email to amoz.j.samuel@cbp.dhs.gov.
This solicitation is designated as a 100% small business set-aside for commercial services, with the current incumbent identified as BERNAICHE PROPERTY MAINTENANCE LLC holding a contract valued at $210,114.85. The total funded value for the new contract is $375,877, structured as a firm-fixed price purchase order with a twelve-month base period and one twelve-month option period, with the performance period running from date of award through June 12, 2026. The work will be performed at the CBP facility located at 9 Main Street, Van Buren, ME 04785, which encompasses 21,000 square feet across multiple buildings on 9 acres. According to the latest amendment, the contract structure has been modified from the original four option periods to a single option period, and vendors must ensure compliance with federal wage determination requirements and various regulatory provisions including sustainable product requirements and telecommunications equipment restrictions.
