About this opportunity

The Defense Logistics Agency Aviation is conducting market research to identify qualified sources for the manufacture of oil bypass valves (NSN 2935-01-091-7459). This pre-solicitation notice seeks parties with the capability and resources to produce these engine system cooling components for aircraft applications, classified under NAICS code 336412 (Aircraft Engine and Engine Parts Manufacturing). Prospective contractors must demonstrate the ability to furnish all necessary labor, materials, facilities, and equipment to support new manufacture, including procurement of component parts, inspection, testing, preservation, packaging, and shipping. The evaluation will assess potential market capacity to provide services consistent with the described scope and scale, secure adequate corporate financial and human capital resources, and implement effective project management plans that include compliance with tight program schedules. The due date for submissions is January 5, 2026, and interested parties are reminded that this notice does not constitute a formal solicitation or request for proposals; submission of capability information is purely voluntary with no financial responsibility assumed by the government.

This is a pre-solicitation market survey with no set-aside designation, and the current manufacturer of record is Actronics, Inc. (CAGE 27185) under part number 11-282. The government anticipates an estimated annual requirement of 480 units, though specific award values and budget ranges are not disclosed in this initial market research phase. It is important to note that this notice targets the next buy rather than the current procurement action, allowing interested vendors to become approved and positioned for future competition. Technical orders and qualification requirements are not yet available, indicating that detailed specifications and performance standards will be provided once the government progresses toward formal solicitation. Contractors selected through this market research process will be responsible for managing supply chain logistics, forecasting production requirements, addressing diminishing manufacturing sources, and resolving potential material shortage issues to ensure timely delivery of serviceable assets.
