About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a Valve, Diaphragm (NSN 7H-4820-015803822) with a quantity of 1 unit, to be delivered FOB Origin. The government intends to negotiate with only one source under FAR 6.302-1 authority, indicating a potential sole-source procurement. Interested parties may submit quotes, proposals, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). Qualification requirements will be a key evaluation criterion, with award contingent upon the offeror, product/service, and manufacturer meeting specific standards at the time of award. The solicitation does not utilize FAR Part 12 policies for commercial items, though vendors may propose commercial alternatives within 15 days of the notice.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractor is mentioned. The contract appears to be subject to Free Trade Agreements and potentially the World Trade Organization Government Procurement Agreement, depending on specific DFARS clauses included in the final solicitation. The posting date is March 5, 2024, with a response deadline of April 11, 2025. While no specific award value is provided, the procurement is for a single valve unit with a Technical Data Package (TDP) version 003. Potential vendors are advised to include their CAGE Code on solicitation requests and can obtain additional technical documentation through the DoD Single Stock Point's Document Automation and Production Service in Philadelphia, PA.
