About this opportunity
DLA Maritime Pearl Harbor has issued solicitation SPMYM4-25-Q-0567 for vacuum pump assembly equipment consisting of five line items including an Agilent Turbomolecular Pump (60K RPM) with dry scroll roughing pump capable of reaching 5x10-6 torr ultimate pressure, a 76-inch vacuum hose with NW40 termination flanges, a pump-out operator for a horizontal 1000-gallon tank, a CPV union with thread connection, and associated connections for evacuating Suretank ISO-20 tanks. The Defense Logistics Agency is procuring this specialized cryogenics equipment for the Pearl Harbor Naval Shipyard Nitrogen Shop under Federal Acquisition Regulation Parts 12 and 13 for commercial items and simplified acquisition procedures. Vendors must be registered in the System for Award Management (SAM) database and provide comprehensive quote information including pricing, FOB destination, contact details, Tax ID, Unique Entity ID, and CAGE code. The contract will be awarded on a low-cost, technically acceptable basis, with the government reserving the right to eliminate unacceptable proposals. Quotes were originally due by 06:00 AM HST on June 16, 2025, but the deadline appears to have been extended to June 18, 2025, with submissions required via email to leo.y.li.civ@us.navy.mil.
This procurement is designated as a 100% small business set-aside under NAICS code 333912 with a size standard of 1,000 employees, targeting air and gas compressor manufacturing companies. A brand name justification memorandum indicates Kelvin International is the preferred vendor based on their previous equipment provision to the facility and recognized expertise in cryogenics, though the solicitation remains open to qualified small businesses. While specific contract values are not disclosed in the available documentation, the procurement involves five distinct line items of specialized vacuum and cryogenic equipment. Delivery is required by June 30, 2025, to DLA Distribution at Joint Base Pearl Harbor-Hickam, Hawaii, with all transportation charges paid by the contractor. The equipment will support critical nitrogen supply operations at the Pearl Harbor Naval Shipyard, where maintaining precise vacuum conditions and cryogenic capabilities is essential for naval vessel maintenance and repair operations.
