About this opportunity

The Special Notice pertains to the Vaccine Safety Datalink Program, a task order opportunity published by the Department of Health and Human Services Centers for Disease Control and Prevention Office of Acquisition Services. This notice announces a specialized contract opportunity focused on assessing vaccination coverage among pregnant women for influenza, COVID-19, and RSV vaccines using automated data systems. The opportunity is classified under NAICS code 541990 (All Other Professional, Scientific, and Technical Services) and PSC code R499 (Support- Professional: Other). The notice was posted on September 29, 2025, with a response deadline of October 14, 2025. No set-aside designation applies to this procurement opportunity.

The primary objective of this task order is to develop protocols and coordinate study activities that will track vaccination coverage rates among pregnant women across multiple vaccine types and flu seasons from 2025-26 through 2028-29. The contractor will be required to implement protocols for identifying vaccinated pregnant women and provide both weekly in-season monitoring and final end-of-season coverage estimates for each of the four seasons specified. Based on the accompanying justification document, this appears to be a limited-source procurement with Kaiser Permanente Northwest identified as the sole contractor capable of performing the work due to their specialized expertise with the Vaccine Safety Datalink system. The contract value is approximately $499,211 for fiscal year 2025, with a four-year performance period that includes a base year and three option years. The work requires unique technical capabilities related to VSD's pregnancy episode algorithms and specialized data analysis expertise that only certain contractors possess within the existing VSD contractor network.
